The situation in Minnesota is turning from bad to extremely strange.

Allow me to fill you in….

We’ve now learned that a fake police officer driving a fake police car and a Manifesto with many more names are all part of the twisted saga currently unfolding:

Good morning.

Police Chief Mark Bruley, Brooklyn Park Police Department.

The question is, how did we get to Representative Hartman’s house?
And was it proactively or not?

The circumstances that unfolded in Brooklyn Park this morning is that we assisted the Champlin Police Department on a shooting.
That shooting was made aware by one of our sergeants that it was at Senator Hoffman’s home.
And hearing that, that very intuitive sergeant asked our officers to go check on Melissa Hartman’s home,
a representative that lives in our community, just proactively, as due diligence, to swing by.

That police officer and his partner pulled down the street.
When they arrived at Melissa’s house, they noticed that there was a police vehicle in the driveway
with the lights — emergency lights — on, and what appeared to be a police officer at the door coming out of the house.
When our officers confronted him, the individual immediately fired upon the officers, who exchanged gunfire,
and the suspect retreated back into the home.

Was this an actual police officer or the first police officer?

Yes. The question is — was it a real person or a person impersonating a police officer?
It was not a real police officer.

This is somebody that clearly had been impersonating a police officer —
again, using the trust of this badge and this uniform to manipulate their way into the home.

So, Chief — the person not only was wearing a badge posing as a police officer when they approached their victims —
they had a car with lights and sirens?

Yes.

The question is how — what kind of vehicle, how were they dressed?

They did drive a vehicle that looked exactly like an SUV squad car.
It was equipped with lights, emergency lights that looked exactly like a police vehicle.

And yes, they were wearing a vest with taser, other equipment that would —

You were just going to proactively check on the Governor’s apartment,
and then police there encountered a gunman or someone with a gun and an exchange of fire.

  1. Over 2,100 sensitive assets lost (2014–2016):

  2. Many losses caused by negligence or poor judgment, such as leaving firearms in unlocked vehicles, hotel rooms, or public places like gyms or beaches.

  3. In more than half of the 115 cases reviewed, officers either ignored safeguarding policies or details were missing to determine proper handling.

  4. Lack of accountability and retraining:

  5. DHS assets have been used in crimes, including robbery and drug possession. One ICE firearm was used in a murder.

  6. Inventory tracking failures:

    • 11% of sensitive items tested were missing, misplaced, or recorded inaccurately.

    • Some items, including firearms, were found in random storage like file cabinets.

  7. CBP used unofficial spreadsheets to track secure stamps and security ink, violating DHS policy.

  8. Badges were lost at 8x the rate of firearms, often while off duty at places like amusement parks and sporting events.

  9. Non-law-enforcement badges (over 137,000 issued) are not classified or tracked consistently, despite looking like law enforcement badges and posing impersonation risks.

  10. DHS oversight is weak:

    • CAPSIS tracking system is incomplete/inaccurate.

    • Annual inventory certifications often missing or poorly reviewed.

    • No consistent enforcement of policy.


🛠️ Recommendations (6 Total)

  1. Strengthen asset management policy, mandate proper safeguarding, detail lost asset reports, and require police reports when assets are lost.

  2. Retrain employees on updating inventory records promptly.

  3. Ensure CBP uses an official system for tracking immigration stamps (this was completed).

  4. Standardize all badges (law and non-law enforcement) as level one assets to require better safeguarding.

  5. Assess need for non-law enforcement badges, discontinue unnecessary ones.

  6. Improve oversight through internal inspections and regular reporting of asset losses.


DHS Response

  • Agreed with all 6 recommendations.

  • One (recommendation #3) has already been completed.

  • Others are still in progress with estimated completion dates by mid to late 2018.


This audit shows serious gaps in DHS safeguarding of weapons, credentials, and security tools — some of which have already been exploited by criminals. DHS leadership committed to fixing these, but meaningful enforcement and oversight remain essential.

Note that was very early on in the first Trump Administration, and likely reflects serious gaps in safety protocol created during 8 years of the Obama Administration.

Earlier this morning, news broke that two Minnesota Senators, John Hoffman and Mellissa Hortman, plus their spouses, were shot in their homes.

Sadly, we can now confirm that Melissa Hortman has been killed in what is being labeled an assassination:

Here’s a quick summary of what we know so far:

  • Minnesota Speaker Emerita Melissa Hortman (D) and her husband Mark were shot and killed in what authorities believe was a politically motivated assassination.

  • The shooting occurred early Saturday morning at their home in Brooklyn Park, Minnesota.

  • Thousands of residents were ordered to shelter in place as police and SWAT teams search for the suspect, who impersonated a law enforcement officer and fled the scene.

  • State Sen. John Hoffman (D) and his wife were also shot the same morning at their home just 8 miles away. Both survived but are in serious condition.

  • President Trump was briefed on the incident and condemned the violence, calling it a targeted attack on lawmakers. He stated that the DOJ and FBI are investigating, and justice will be served.

  • Trump added: “Such horrific violence will not be tolerated… God Bless the great people of Minnesota.”

No, that claim is inaccurate. Here’s what really happened:

  1. Melissa Hortman (House DFL Leader) did vote in favor of repealing the state’s program that provided healthcare coverage to undocumented adult immigrants. This was part of a broader Minnesota budget deal reached in May. However, the program still continues to cover undocumented children until December 31, 2025 

  2. John Hoffman (DFL State Senator), contrary to some headlines, did not vote to repeal any such healthcare program alongside Republicans. Reports suggesting he joined that vote are false
