Kolkata, October 5 (IANS) A team of Election Commission of India, under the leadership of by-election commissioner Gyanash Bharti, will review complaints about widespread irregularities in the selection of employees of the Government of West Bengal, which is not despite the compulsory selection criteria by Ik, as booth-level officials (BLOS).
The ECI team will review the role of district-level electoral officers in approving the defective selection of employees of the state government, the internal sources of the office of the Chief Electoral Officer (CEO) said.
Review on this specific issue is a part of the overall review for upcoming special intensive amendment in West Bengal.
The review will be held in a meeting chaired by Bharti, which will bring all the top officials together from the CEO’s office. The meeting will be attended by almost District Magistrate (District Election Officers) and their subordinate district-level election officials.
The main complaint in blo selection is that for about 2,000 booths in some districts, the employees of the Constituent State Government were selected as BLOS without the necessary consensus from the CEO office, which was directly in violation of the ECI-dated criteria for selection.
According to the ECI guidelines, the permanent state government employees and the state-run schools in the group-C or above should be considered to appoint blossoms to teaching staff in schools run by the state.
If sufficient numbers are not available from group-C permanent state government employees and teachers in state-driven schools, only the employees of the Constituent State Government can only be considered for appointment as BLOS, and that too after consent from CEO’s office.
The Deputy CEO, along with the Director General of ECI (Information Technology) and other senior officials, will reach Kolkata on the night of 7 October, and the next day, they will hold an important meeting. On 9 October, a team of senior ECI officials is expected to visit some districts and talk directly with district level electoral officials.
Recently, West Bengal CEO Manoj Kumar Aggarwal sent a letter to the state’s education department, despite a clear instruction from the single judge bench of the Calcutta High Court, a complaint was made about the reluctance between a section of teaching staff in the state-run schools to accept BLO duty.
The CEO’s office also warned for disciplinary action against such teachers, if they do not join blow duties after a certain period.
