Srinagar, July 16: Commissioner Secretary, Social Welfare Department, Sarmad Hafaz, today chaired a review meeting at Mahila Vikas Nigam, Bemina.
The meeting reviewed overall functioning, financial performance and major initiatives under centrally sponsored and UT funded schemes.
The Commissioner Secretary emphasized that the Social Welfare Department acts as a dynamic, continuous service distribution system rather than a one -time initiative. He directed that the officers were to adopt this process-operated approach by implementing welfare programs.
Extensive presentations were made on major missions in addition to major missions such as pension and scholarship schemes such as Mission Poson, Mission Shakti and Mission Vatsalya. The financial performance of the department for 2024-25 was reviewed, with the overall fund use of 86 percent, while budgetary provisions for 2025-26 were also discussed.
The Commissioner Secretary issued major instructions focusing on strengthening the cross-departal convergence, especially for early childhood care and education (ECCE) and to complete the ongoing infrastructure projects and to speed up operations.
He asked the officers to prefer marriage assistance and appropriate gender-nervous budget and monitoring mechanisms in loaded BT schemes, besides marriage assistance and preference of pendens disposal in Ladli BT schemes. He instructed them to ensure that timely use certificate and impact assessment report.
Repeating the importance of an active and transparent approach, the Commissioner Secretary underlined the need to ensure efficient service distribution to all eligible beneficiaries.
The meeting was attended by senior officials of all directors, directors, boards, boards and corporations of Social Welfare Department.
