Local Self Government Minister Jhabbir Singh Kharra said that the proposal to implement educational qualification has been sent to Chief Minister Bhajan Lal Sharma for approval.
According to the proposal, candidates for the post of village head should have at least secondary class education. The minimum qualification for candidates contesting for the role of Ward Councilors should be Secondary or Senior Secondary.
He said that to implement educational qualification in Panchayati Raj and local body elections, amendments will have to be made in the Panchayati Raj Act and Municipality Act. After getting approval at the Chief Minister’s level, the amendment will be passed in the upcoming budget session of the Assembly.
The move follows a similar decision taken in 2015 during the tenure of then Chief Minister Vasundhara Raje when the educational qualification requirement was introduced.
For Gram Pradhan, candidates must have passed at least 8th class. It was mandatory for rural candidates in tribal areas (TSP areas) to have passed 5th class.
The eligibility for Panchayat Samiti members, Zilla Parishad members was set at 10th class while councilors and urban local body heads were also required to have at least secondary education.
However, after the Congress government came to power in 2018, the rule was reversed in 2019.
