Francis had largely abandoned the consistory tradition as a means of governance.
Instead he relied on a small group of eight or nine select cardinal advisors to help him rule and make important decisions.
Vatican Saturday said Leo’s First Consistory will be “oriented toward promoting common conscience and supporting and advising the Holy Father in the exercise of his high and solemn responsibility in the government of the universal Church.”
Other types of consistories involve the formal installation of new cardinals. But no new cardinals will be created in this meeting, which is purely consultative.
