Two police officers have been dismissed for severe misconduct on how to deal with a suspected intoxicated driver, who was arrested and later died.
A disciplinary panel found the work of PC Grant McKenzi and PC Dean Hunkin of Dewon and Cornwall Police, which was the amount of gross misconduct – and on Thursday dismissed without any notice, said the independent office for police conduct (IOPC).
This follows Stephen Rearden’s death, arrested on July 13, 2023 at St. Austell, Cornwall, disqualified through drinks or drugs on suspicion of driving and failed to provide a sample of breath.
Officers appeared in front of a malpractice panel accused of dissolving suitable standards for the conduct of a police officer in relation to the practice of their duties and responsibilities in relation to Mr. Rearden.
IOPC said it was handcuffed and put behind a police van for a visit to Newcomer Police Station. He became unwell during the journey.
After reaching the detention unit, the authorities gave him the first assistance at the station yard.
He was rushed to the hospital by ambulance, where he was declared dead.
The incident was immediately referred to by the force and an independent IOPC investigation was conducted, as well as a hearing of this week’s misconduct.

The panel ruled that PC McKenzie was dismissed without notice and PC Hankin was rejected without notice, if he was still a serving police officer.
Assistant Chief Constable Glenn Mayvyu said: “Our views are with Mr. Rearden’s family and friends, which we have immense sympathy.
“Through his actions, the authorities reduced public belief and confidence in force and did not fulfill their duties and responsibilities towards Mr. Rearden.
“The Devon and Cornwall Police immediately made a referral for IOPC after the incident and fully collaborated with the subsequent independent investigation.
“It would be unfair to comment further for us, due to the upcoming inquiries by Mr. Reference.”
IOPC said that both officers are to be banned from policing as their details will be presented in the college of polling forbidden list.
