The Inspector of His Excellency the Constibulary Roy Wilshar said: “The public has to know that when they report the crime, the police will record it accurately and without delay when they report the crime.

“Recording these crimes correctly means that the force can quickly allocate cases and start investigating immediately.

Data of an audit period between 2021 and 2025 suggested that only 51.9 percent of crimes classified as anti -social behavior to a specific person or group were recorded.

The report states: “This level of crime recording is unacceptable, and it means that the victims are at risk of loss.”

For violent offenses, 93.6 percent of offenses were recorded, a top rate of 98 percent for a force and less than 90 percent for two forces.

Inspectors said that officials should ensure that they record unconfirmed reports of rape properly. Of the reviewed samples between 2021 and 2025, the correct procedure was used in less than 70 percent cases.

Overall, between 2023 and 2025, the police recorded 95.9 percent sexual offenses – the highest rates were two forces that recorded 100% of such offenses in 2024, while the lowest one was one who had recorded 87% in 2023.

Over-rigging was also an issue, in which 2.3 percent of crimes were unnecessarily documented, some forces mistakenly took “just in case”, found in the report.
