Addressing the 5th National Conference of Chief Secretaries, Modi said India has the potential to become the food basket of the world and the country should move towards high-value agriculture, horticulture, animal husbandry, dairy and fisheries and become a major food exporter.
He said the conference is taking place at a time when India is witnessing the next generation of reforms.
The PM said India has boarded the “Reform Express” and its primary engine is the country’s youth and demography. Therefore, the government’s effort is to empower this demographic, he said.
“Called on states to encourage manufacturing, promote ‘ease of doing business’ and strengthen the services sector. Let us aim to make India a global services giant,” Modi said in a series of posts on Twitter.
The theme of the three-day conference, which began on December 26, was ‘Human Capital for a Developed India’.
Modi said he shared his views on how the Center and states can work together to make India ‘self-reliant’, empower the poor and realize the dream of a ‘developed India’.
He said, “We emphasize the importance of quality in everything we do. Quality in governance. Quality in delivery. Quality in manufacturing.”

He said he highlighted the major steps taken to create a new work culture in matters of governance and service delivery.
“Let us work towards making the ‘Made in India’ label synonymous with quality and strengthen our commitment towards ‘Zero Impact, Zero Defect’,” he said.
Modi said that skill development, higher education, youth empowerment and sports, among other things, were also discussed.
He also talked about “integrating the latest technology to bring positive change in people’s lives,” he said.
This conference is another important milestone in strengthening the Centre-State partnership through structured and sustained dialogue on national development priorities.
The meeting was attended by Principal Secretaries to PM PK Mishra and Shaktikanta Das, Cabinet Secretary TV Somanathan, members of NITI Aayog, Chief Secretaries of all states and Union Territories and domain experts.
Based on extensive deliberations between Central Ministries, Departments, NITI Aayog, States and Union Territories and domain experts, the conference was organized on the theme ‘Human Capital for a Developed India’, covering best practices and strategies for States and Union Territories to follow.
Based on the Prime Minister’s vision of cooperative federalism, the conference serves as a platform where the Center and States collaborate to formulate an integrated roadmap to maximize India’s human capital potential and accelerate inclusive, future-ready growth.
It has been organized annually for the last four years.
The first conference was held in Dharamshala in June 2022, followed by conferences in New Delhi in January 2023, December 2023 and December 2024.
