People’s voice should be the soul of government policy: LG Sinha

Srinagar, August 22, KDC: Lieutenant Governor Manoj Sinha today implicated the winners of the Center for Innovation at the Public Systems (CIPS) awards in Srinagar.

In his address, the Lieutenant Governor congratulated all the recipients of the prestigious award. He said that the CIPS awards accept and celebrate transformational initiatives in public systems to promote rapid social and economic progress and encourage others to become agents of change.

He appreciated the courage and dedication of all the award winners, with whom he has moved forward in areas such as health, education, information technology, rural development and bring positive changes in the lives of a large part of the country’s population.

“Civil servants, engineers, doctors, scientists, technocrats are the backbone of administration. Their fairness, honesty, efficiency and fearlessness are our most valuable wealth. I am proud that as a team, he has worked to serve people and contribute to nation building,” said the Lieutenant Governor.

The Lieutenant Governor highlighted that the leadership of the Honorable Prime Minister Shri Narendra Modi has laid a strong foundation, which is taking initiative of innovative rule and has made the government more sensitive to the needs of the people.

“The ‘minimum government, maximum governance’ of the Honorable Prime Minister’s mantra has increased the ease of living for citizens and ensured easy distribution of public services. Today, India is not only the fastest growing economy in the world, but its future is undoubtedly bright among the largest economies. The country has created a favorable environment for rapid economic growth across the country.

The Lieutenant Governor asked the authorities to improve policy performance, manage complex challenges and address disruptive changes which would be in the unexpected future.

“The voice of the people should be the soul of a government policy. That is why the policies in the offices cannot be drafted. Creating a policy by incorporating the suggestions and needs of the citizens should be done on the ground.

A file exceeds only one piece of paper; This includes the life and future of thousands of people. The measurement of any action is whether it improves the lives of common citizens. We should pay special attention to these two important aspects and make the system more responsible and responsible.

Today, in the era of artificial intelligence, the change is the only stable. The Lieutenant Governor said that we have to take a decision keeping in mind the development and welfare in every field.

The Lieutenant Governor also highlighted the change in government-to-nagar and government-to-business services in Jammu and Kashmir.

There is no doubt that in the future, new technologies like Artificial Intelligence will lead to better public policies, better decision making, improvement in civil engagement and rapid, high quality delivery of public services, he said.

The Lieutenant Governor also congratulated the District Administration Gandarbal for his innovative environmental initiative.

He said that Zairaj Bhattacharya, the founder of Edtech Startup Convegenius, and Mr. Swapnell Paul, Tinsukia, Deputy Commissioner of Assam, through their determination, managed to overcome the challenges to bring tangible changes on the ground.

He further asked bureaucrats, technocrats to develop new equipment, resolve complex challenges and take innovative initiative to run society through technical applications.

On the occasion, the Lieutenant Governor called for adopting a model of Akshay Patra Foundation to bring a significant improvement in the mid-day meal program in government schools.

He urged bureaucrats and technocrats to focus dedicated in the agriculture sector through technology transfer from lab to land. He said that we also need to take innovative initiative to solve the problems faced by farmers due to climate change.

The Lieutenant Governor further said that 29 corrective projects can also be implemented in different states/ UTs of the country as per the requirement under the Composite Agricultural Development Program (HATP).

Ramesh Kumar, Director General, Administrative Staff College of India; Dr. Valli Mankam, Director, Center for Innovation in Public Systems (CIPS); M Raju, below Commissioner Secretary; Ms. Rehana Batul, Director J&K Imprad; Senior Administrative Officer and Domain experts were present at the focus ceremony.
