Parliament Winter Session 2025: There will be no sloganeering or criticism on the Chairman’s decision, says Rajya Sabha Bulletin

Ahead of the winter session, a Rajya Sabha bulletin reminded Parliament members of decorum, saying decisions of the Chairman should not be criticized inside or outside the House and no slogans, including ‘Jai Hind’ or ‘Vande Mataram’, should be used.

According to a Hindustan Times report, the bulletin said, “Judgments by the Chairman are given in accordance with the tradition of the House, and where there is no precedent, normal parliamentary practice is followed. Decisions given by the Chairman should not be criticized, directly or indirectly, inside or outside the House.”

Additionally, it cites parliamentary customs and traditions and states that “the decorum and solemnity of the proceedings of the House require that no ‘Thank you’, ‘Thank you’, ‘Jai Hind’, ‘Vande Mataram’ or any other slogan should be raised in the House.”

The parliamentary bulletin issued on Monday also reminded MPs that demonstrations are not allowed in the House and criticizing another MLA or minister and then being absent to respond to them is considered a breach of etiquette.

If an MP criticizes another MLA or a minister, “the latter has the right to expect that the critic should be present in the House to hear his reply. Being absent when he is replying is a breach of parliamentary etiquette,” the bulletin said.

The upcoming winter session of Parliament, starting from December 1, is expected to be the first test of the working equation between Radhakrishnan and the opposition.
