Chandigarh, October 14 (IANS) IPS officer Y. Hours after Haryana DGP Shatrujit Kapoor was sent on leave amid the controversy over Puran Kumar’s suicide, Om Prakash Singh was given additional charge of Director General of Police.
The government had sent state DGP Kapoor on leave amid Kumar’s family demanding action against him and other officials for harassing him (Puran Kumar).
Om Prakash Singh, a 1992 batch IPS officer, is currently posted as the Managing Director of Haryana Police Housing Corporation, Panchkula, DGP of Haryana Narcotics Control Bureau (HSNCB) and Director of Forensic Science Laboratory (FSL) in Madhuban.
“The Governor of Haryana is pleased to assign the additional charge of DGP, Haryana to Om Prakash Singh, IPS (1992 RR) during the period of leave of Shatrujit Singh Kapoor,” an order issued by Additional Chief Secretary (Home) Sumita Mishra Singh said.
Meanwhile, Chandigarh Police has filed a first information report (FIR) after taking cognizance of the “last note” left by IPS officer Puran Kumar, who allegedly died by suicide on October 7.
The FIR came hours after Puran Kumar’s wife and senior IAS officer Amneet P. Kumar lodged an FIR and sought the intervention of Chief Minister Nayab Singh Saini to ensure the suspension and arrest of those named in the “final note” by her husband.
Puran Kumar’s wife has not yet given consent for the post-mortem of her husband’s body, saying “powerful, high-ranking officials of Haryana are involved in this case”.
Even after eight days of suicide, the body is lying in the mortuary. The standoff continues between Puran Kumar’s wife and the state government demanding the arrest of DGP Kapoor and ousted Rohtak Superintendent of Police Narendra Bijarania.
State opposition leader Bhupendra Hooda described the death as extremely heartbreaking and said, “Our only demand is that the culprits should be punished. It is the responsibility of the government to provide justice. The government should not shy away from its responsibility.”
The Punjab State Scheduled Caste Commission on Monday expressed dissatisfaction over the report of Chandigarh Police in the suicide case.
According to the police report, a Special Investigation Team (SIT) has been formed and the investigation is currently underway.
Expressing dissatisfaction over the report, Punjab State Scheduled Caste Commission Chairman Jasvir Singh Garhi directed Chandigarh Police officials to proceed as per the Supreme Court judgment in the case of Lalita Kumari versus State of Uttar Pradesh.
Garhi directed them to take immediate action and arrest 14 persons named in the suicide note of the deceased officer. He further said that the submitted report does not include a copy of the First Information Report (FIR), making it unclear whether an FIR has been registered against the 14 officers mentioned in the suicide note.
