Bhubaneswar, Nov 6 (IANS) The opposition Congress party on Thursday released its manifesto for the Nuapada bypoll, promising to address several long-standing issues including the problem of migrant workers and ensuring irrigation coverage for 60 per cent of agricultural land if the party wins the bypoll.
The OPCC president said, “The manifesto outlines Ghasiram Majhi’s past struggles, the key issues of the constituency and our proposed solutions. Voters have the right to know their candidate, and with widespread interest among the people of Odisha in the by-election outcome, this manifesto is important. We will force the state government to resolve these issues by continuously raising these issues in the Assembly.”
The manifesto also highlighted the development work done for Nuapada during the Congress party’s rule in the state, Odisha Pradesh Congress Committee (OPCC) president Bhakta Charan Das’ tenure as MP as well as the party’s by-election candidate Ghasiram Majhi.
The party promised to promote agro-based industries, develop agriculture and small-scale industries and end the crisis of ‘Dadan Shramik’ or migrant workers by strengthening MGNREGA.
It assured irrigation coverage for 60 per cent of agricultural land in the constituency through the development of Patora Dam, Tikhali Project and other minor irrigation projects as well as construction of cold storages and effective implementation of the Forest Rights Act to address the issues faced by farmers and tribal communities in Nuapada district.
The Congress further promised that if its candidate wins the Majhi by-election, the party will ensure filling of vacant teacher posts in educational institutions across the district and posts of doctors in primary and community health centres.
According to the manifesto, many development works were carried out when the Congress was in power both in the state and at the Centre.
Major projects highlighted include the approval of a super-speciality hospital in Nuapada in 2013 during the Congress-led government at the Centre, construction of the Patora Dam during the party’s rule in the state between 1995 and 2000, the Centre’s approval of a national highway passing through the district and the establishment of two Kendriya Vidyalayas.
