The report included growth forecasts, limits on tax increases and the decision to remove the two-child benefit limit. It is usually issued after the Chancellor delivers his budget statement to the Commons. Ms Reeves said this “should never happen again”, but added that she had full confidence in OBR chair Richard Hughes.
Mr Hughes told BBC Radio 4 Today The program said on Thursday morning that the leak appeared to have come from outside the organization.
“Well, the documents were not published on our webpage itself,” he said. “It appears there was a link that someone was able to access – an outsider.”
The OBR had previously said that a “technical error” within the organization was responsible for the early release and apologised.
Mr Hughes added: “We need to get to the bottom of what really happened. We’re going to conduct a full investigation.”
“A full report will be given to Parliament,” he said. “We are going to do that work quickly so that people can have reassurance in our system and it can be restored.”
The inquiry will include expert insights from Professor Ciarán Martin, former head of the National Cyber Security Centre, and will report to the Treasury and the Treasury Committee.

“Richard Hughes wrote to me last evening apologizing for his mistake. It was a serious mistake, a serious breach,” the chancellor told Sky News on Thursday.
“They have announced an investigation which will report back to me very soon.
“But I have confidence in Richard and the OBR. They do important work. But what happened yesterday disappointed me, and it should not have happened, and it should never happen again.”
Ms Reeves previously said she learned about the early release as she was preparing to present the budget in the House of Commons.
Speaking to Nick Ferrari on LBC on Thursday, the shadow chancellor said the OBR “needs reform” but he thought it was “generally” fit for purpose.
Sir Mel Stride said: “Clearly, this latest incident is unprecedented and deeply worrying in that, for whatever reason, the Chancellor would have leaked or posted the full contents of his report before he stood down in the House of Commons.
“But I think generally, the OBR is important because it is an independent body. It marks the Chancellor’s homework, it tells us whether he is on target to meet his fiscal rules and I think it is better for an independent body to do that rather than for the Chancellor to do it himself.”
