No 'state mourning' in J&K on the death of former Governor Satya Pal Malik

Jammu, Aug: J&K government has not announced the adherence to ‘state mourning’ after the death of former Governor Satya Pal Malik, who died on August 5, 2025.

Malik remained the Governor of Jammu and Kashmir State from August 2018 to October 2019 – the most important period in which Article 370 and 35A.

He was the last governor of Jammu and Kashmir after August 5, 2019, the state was cut into a center area, administered by a lieutenant governor and downgrade.

Apart from Jammu and Kashmir, Malik also worked as the Governor of Bihar from October 2017 to August 2018. During this period, he also acted as the Governor of Odisha, which was an additional charge from March 2018 to May 2018. Later, he was made the Governor of Goa and Governor of Meghalaya (2020-2022) in 2019. Apart from keeping the position of the Governor, he also remained a member of the Lok Sabha and Rajya Sabha.

According to the instructions about the action taken by the Ministry of Home Affairs (MHA) to various states and center areas, it is not mandatory to inspect the ‘state mourning’ in the case of the death of a former-governor or pre-administrator.

Section II (concerned chapter) related to “state mourning” mentions that this (state mourning) will be seen all over India in the event of the death of the President, Prime Minister or former President.

Sub-Fund 2.2 of Section II states, “It will be seen in the event of the death of a governor within the state and at the discretion of the state government, in the event of the death of a Chief Minister of the state government.”

In addition, sub-section 2.3 says, “Typically, there will be no state mourning in the event of any other dignitaries, but in personal matters, the central government can issue special instructions.”

Eagerly, J&K Union Territory Administration announced a three -day ‘state mourning’ as a mark of honor of another former Governor, Jagmohan, who died on 3 May, 2021.

J&K General Administration Department (GAD) On May 4, 2021, announced the government’s decision and announced the spelling of the protocol, “I notified three days of state mourning from 4 May to 6 May 2025”.

“If the mourning of the state was announced after the death of former Governor Jagmohan, then it (state mourning) should have been in the case of former-governor Malik. Is there any case pending against him (Malik) or not-whether it is not a reason. But contacted Greater Kashmir.

GAD Commissioner Secretary and J&K Law Secretary, however, remained inaccessible despite repeated efforts.
