The agency said Amir Rashid Ali, a resident of Sambura in Pampore, conspired with alleged suicide bomber Umar Un Nabi and traveled to Delhi to help him procure a car, which was later used as a vehicle-borne IED.
Ten people were killed and 32 injured in the blast.
Ali was kept in Delhi after the NIA took over the case from the city police and launched a massive search operation. The car involved in the blast was registered in his name. The investigators have also seized another vehicle owned by Nabi, an assistant professor at Al-Falah University in Faridabad.
Forensic analysis has confirmed that Nabi was the deceased driver of the explosive-laden Hyundai i20.
The NIA has so far examined 73 witnesses, including survivors, and is working with police forces in Delhi, Jammu and Kashmir, Haryana and Uttar Pradesh. The agency is looking for clues to unearth a wider conspiracy in case RC-21/2025/NIA/DLI.
Security agencies are also investigating three bullets – one spent and two live – recovered from the blast site. 9 mm rounds, which were not permitted for civilian use, were found near the burnt car.
Officials said personnel deployed to the site have accounted for all of their issued ammunition, and investigators are trying to determine how the bullets reached that location.
The teams are reconstructing Nabi’s movements from the time he left Faridabad, stayed in Nuh and traveled to Delhi before the blast. Call data, tower locations and CCTV footage from more than 50 cameras are being analyzed.
The reconstruction includes every check-post crossed, every parking entry and all the places the prophet visited to ascertain whether he met or was followed by anyone or was assisted by anyone.
The financial angle has become wider as agencies are investigating a suspected hawala trail involving the arrested doctors, Muzammil and Shaheen. Transactions worth around ₹20 lakh, which are believed to be of foreign origin, are under investigation.
It appears that around ₹3 lakh has been spent on fertiliser. Investigators are confirming whether the money financed the purchase of chemicals and supplies.
Experts suspect the use of TATP along with ammonium nitrate in the bomb. The components recovered from the site are being analyzed.
The agencies are also investigating the possible involvement of individuals associated with Al-Falah University, where Nabi served as an assistant professor. Security teams have repeatedly visited the campus to check attendance logs, staff records and activities of people who were in contact with Nabi and the arrested doctors.
A woman doctor attached to the university has been detained for questioning, as several people associated with the trio were found absent from the campus.
Investigators are locating vehicles parked near Nabi’s car hours before the blast. A detailed log of vehicles entering the Sunehri Masjid parking area over a three-hour period has been prepared, and the drivers and owners are being interrogated.
The officers are showing them Nabi’s photograph to confirm whether he was alone or someone else had come near the car. A bomb detection team is deployed at the spot.
Meanwhile, Delhi Police has registered two FIRs against Al-Falah University following alert by UGC and NAAC on alleged fraud and forgery related to recognition.
Another FIR is investigating the wider network behind the blast under conspiracy charges. Raids are ongoing in Delhi, Haryana and Uttar Pradesh to trace the chemicals, financial routes, locations and movements of the suspects.
