New Delhi, 6 October (IANS) National Human Rights Commission (NHRC) on Monday issued notices to Principal Secretaries of Health Departments of Madhya Pradesh and Rajasthan on the death of 12 children after consuming cough syrup in parts of both states.
A bench headed by NHRC member Priyank Kanoongo took cognizance of a complaint, alleging serious intervals in the drug safety and regulatory mechanisms, which led to the tragedy.
The complaint demanded immediate intervention of the top human rights body in the incidents of some districts of Rajasthan, as well as some districts of Rajasthan, along with Chihindwara and Vidisha districts of Madhya Pradesh, after coughing after coughing.
Although preliminary trials by the Union Ministry of Health did not detect diathylene glycol or ethylene glycol – the substance that causes kidney poisoning – the exact cause of death remains unclear.
Many cases allegedly included kidney failure and other complications. The complainant has called the incident a violation of the fundamental rights of children, including the right to life, health and access to safe drugs.
The complaint requested a special investigation into manufacturing, distribution, regulatory laps and potential contamination involved in the sale of cuff syrup.
Taking cognizance under Section 12 of the Security of Human Rights Act, 1993, NHRC has issued notices to the principal secretaries of MPs, Rajasthan, and Uttar Pradesh’s Health and Family Welfare Departments, directing them to investigate the allegations immediately.
They have been asked to collect samples of cuff syrup, they have tested in their regional laboratories, and immediately banned the sale of any spontaneous drug.
In addition, NHRC has directed the Drugs Controller General of India (DCGI), Central Drugs Standard Control Organization, Union Ministry of Health and Family Welfare to allegedly instruct to collect and test all regional laboratories in the respective states to start a comprehensive investigation in the supply chain of all regional laboratories.
The apex human rights body said, “The authority is also directed to order the controllers of all main drugs in the respective states to immediately ban and submit reports on drugs.”
All officers have been directed to submit an Action Action Report (ATR) within two weeks for further consideration.
