National Guard soldiers are deployed outside chicago and they can be in memphis As of Friday, the Trump administration is pursuing an aggressive policy toward crime in big cities, whether local leaders support it or not.

Despite a lawsuit and vigorous protests from Democratic elected leaders, Texas National Guard members were settled at an Army Reserve center in Illinois on Wednesday morning. Their exact mission was unclear, though the Trump administration has launched an aggressive immigration enforcement campaign in the nation’s third-largest city, and protesters have frequently rallied at an immigration building outside Chicago in Broadview.

The President has called Chicago a “hell place” for crime, although police statistics show significant declines in most crimes, including murders.

In Memphis, Tennessee, Police Chief Caroline Davis said a small group of commanders were already in the city, planning for the arrival of Guard troops.

Republican Governor Bill Lee has said that troopers will be deputized by the U.S. Marshals Service to “play a vital support role” to local law enforcement, although that role has not yet been precisely defined.

Illinois Governor JB Pritzker has predicted that National Guard troops from the state will be activated, along with 400 from Texas. He has accused Trump of using the troops as “political props” and “pawns” and said he received no information from Washington about their deployment.

The Associated Press saw military personnel in uniforms with Texas National Guard patches at the U.S. Army Reserve Center in Elwood, 55 miles (89 kilometers) southwest of Chicago. Trucks marked as emergency disaster services unloaded portable toilets and other supplies. Trailers were set up in rows. Additional fencing was installed around the perimeter.

The nearly 150-year-old Posse Comitatus Act limits the military’s role in enforcing domestic laws. However, Trump has said he would be willing to invoke the Insurrection Act, which allows the President to send active duty troops to states that are unable to rebel or are disobeying federal law.

The Federal Aviation Administration ordered a flight ban over the Army Reserve center until December 6 due to security reasons.

Concerns have been heightened by armed Border Patrol agents making arrests near popular sites following an immigration crackdown that began last month. Agents have targeted immigrant-heavy and largely Latino areas.

Chicago Mayor Brandon Johnson signed an executive order on Monday barring federal immigration agents and others from using city-owned property as staging areas for enforcement operations.

Since beginning his second term, Trump has sent or talked about sending troops to 10 cities, including Baltimore; District of Columbia; new Orleans; and the California cities of Oakland, San Francisco, and Los Angeles.

Most violent crime across America has declined in recent years. Police data shows murders in Chicago dropped 31% to 278 during August. Murders in Portland from January to June dropped 51% this year, to 17, compared to the same period in 2024.

In Portland, months of protests at a U.S. Immigration and Customs Enforcement facility continued Tuesday night. In June, police declared a riot, and small clashes have occurred since then.

An appeals court has scheduled a debate for Thursday on the government’s bid to deploy guards in Portland.

Oregon Democratic Gov. Tina Kotek said Tuesday that she told Department of Homeland Security Secretary Kristi Noem there is “no insurrection” in the state.

Portland Police Chief Bob Day said Tuesday that the department needs to work more closely with federal agents as it looks to deploy more officers to the ICE facility.

Noem told Fox News on Tuesday that she told Portland Mayor Keith Wilson that if the city did not increase security at the ICE building, have backup from local law enforcement and take other security measures, “we were going to send four times as many federal officers here.”

A federal judge in September said the administration “knowingly” broke federal law by deploying Guard troops to Los Angeles in protest of immigration raids.
