Bhopal, October 6 (IANS) in a dramatic turn of incidents that outlines wasteful push for accountability in cases of Custodial violence of the Supreme Court, one of the two prominent accused police officers in the tragic death of 26 -year -old Deva Pardi has handed over to the officers of October.

This development comes amid growing judicial inquiry and can prevent the high-day contempt performance prescribed for tomorrow.

Town Inspector (TI) Sanjit Singh Mavai, who had captured for more than a year, went to Badarwas police station in Shivpuri district late on Sunday evening, effectively abolished a fierce manhunt, which had raised a faster rebellion from the country’s highest court.

The surrender follows the recent arrest of his co-contestant, Assistant Sub-Inspector (ASI) Uttam Singh, which was vested by the Central Investigation Bureau of Investigation Bureau (CBI) in Indore a week earlier.

The voluntary presence of Mavai is seen as a direct response to the Supreme Court’s ultimatum of October 7, including the Chief Secretary of the state, potentially spared senior officials, joining the court to fail to follow their instructions.

The case, which has become a clear symbol of police impurity and the dangers faced by marginalized communities in custody, originated in the dusty streets of Guna district of Madhya Pradesh on July 15, 2024.

Deva Pardi, a young tribal person of the nomadic Pardhi community, was getting ready for the culmination of his life – a traditional wedding procession for his bride’s village.

Wearing their wedding clothes, Dev and his uncle, Gangaram Pardi, were bundled in a vehicle – a tractor and trolley in which they had to proceed to ‘Barat’. The police took him on the pretext of regular interrogation in the case of a petty theft from the nearby Bhaidar village.

Sadly, a very tractor-trolley was meant to tease the wedding party with a boat, the pair was re-introduced by the police to take the pair to the Maya police station, which turns a day of a day of celebration into unimaginable grief.

Hours later, the groom was dead, sinking the community in grief.

The official story of Madhya Pradesh Police suddenly depicted a picture of misfortune; Arrest of a deadly heart in custody. However, the family of the deity, shattered and the suspect, indicated cruel torture at the hands of the authorities on duty.

The autopsy report and eyewitness accounts from Gangaram, which survived the examination, portrayed the strategy of tireless inquiry designed to extract confessions for those crimes, which the two had no relation.

The decline of the incident was immediate and intestinal. The distraught bride of the deity, unable to bear the loss, attempted suicide by suicide outside the police station, only to take Guna district hospital with other grieved relatives, who tried to follow the suit.

The frustrated petition of the family for justice entered the Supreme Court, where a petition exposed a petition in the preliminary magistrate inquiries ordered by the state government – an inquiry which was rejected by critics as a whiteness.

On May 15, 2025, a decisive bench led by Justice BV Nagarthana gave a scary prosecution to deal with the local police investigation.

Citing evidence of molestation, witnessing witnesses, and deliberately hiding, the court transferred the investigation to the CBI and issued a crystal-Calier mandate: “Police officers were found responsible for the death of custody and will later be arrested over a period of one month.”

This order was not just procedural; This was a clear call against the “blue wall silence”, which protects the wrong authorities, emphasizing that custodial deaths destroy the very foundation of constitutional rights under Article 21.

Nevertheless, as -as weeks turned in months, compliance stumbled. By September 2025, despite being suspended on 24 September, neither with Mawai nor Uttam Singh – he allegedly went underground after four months – the victim’s mother filed an contempt petition in an adventure act.

The argument accused the CBI and the Madhya Pradesh government of disobedience, accused of a Nexus, who allowed the accused to be free to free to file an anticipatory bail application.

The Supreme Court hearing in late September was no less than the judicial Thunderbolt. On September 23, Justice Nagrathana and R Mahadevan’s back-human rights violations are not known for their non-business approach.

The bench looked at the state counsel, “more than four months have passed, and the direction of the court has not been complied with. It seems that you are protecting the authorities.”

Justice Nagrathana investigatedly investigated: “You (15 May) were vested as a party. It is a contempt of order of the Supreme Court by the State Government. How can the people of the state approve salaries, who were directed to arrest?”

Additional Solicitor General (ASG) Kimi Natraj, representing the CBI, and Aishwarya Bhati for the state faced a barrage of questions.

Asag Raja Thackeray expanded the entire efforts of the agency; Physical monitoring, financial transactions tracking, toll plaza vehicle monitoring, social media check, and known hideouts. The CBI announced on 24 September, with a prize of 2 lakhs per head for reliable tips with a prize of 2 million. However, the bench remained priceless.

“What does this mean? All this is eyewitness,” Justice Nagrathana said, rejected measures as superficial.

Justice Mahadevan also expressed, “You are part of the state administration. When a serious crime happens, how can you wash your responsibility? You are protecting the officers who were directed to arrest. How can they be adventurous to file an anticipatory bail argument against the Supreme Court order?”

The court’s frustration was at the peak with allegations of “increased contempt”. This warned the CBI Director, the Chief Secretary of Madhya Pradesh, and the Additional Superintendent of Police to take care of the investigation.

Rejecting the pleas of Justice obstacles, “your helplessness feels under the guise of conservation.” To shock the system in action against the police, the bench set a difficult time limit: arrests by 7 October, or the investigating officer and additional Chief Secretary of the Home Department will be personally called on 8 October.

The case was listed for further hearing on 26 September. On 26 September, 42 -year -old ASI Uttam Singh was arrested in Indore after surrendering in a special CBI court. Sources indicate that he was hole in the city, relying on a network of sympathizers, but the declaration of reward and acute monitoring forced his hand.

Inquiries revealed the initial lead on Mwi movements, which include cryptic social media posts that indicate their crisis on the increasing heat.

Until 5 October, Intelligence pointed Shivpuri as his potential bolt-hole, which led to his pre-surrender surrender. The Shivpuri police officer told reporters, “He came quietly, citing family pressure and fear of growing,” a senior Shivpuri police officer told reporters that Mavai was immediately handed over to the CBI for custody.

The two officers now face allegations with the provisions of the SC/ST (prevention of atrocities), under Section 302 (murder), 330 (due to injury to increase confession), and 193 (to create false evidence of IPC).

In a parallel development, on 5 October, the Guna police rejected Deputy Superintendent Ramveer Singh Kushwaha, who had arrested for more than two and a half years.

Kushwaha accused the witness molestation in the 2022 murder of Atamaram Pardi – it is believed that it is a relative of the deity – another case was immersed in controversy and was banned.

Despite obtaining bail on the murder of Madhya Pradesh High Court, his anticipatory bail in a threat case was pending. Acting on social media supervision, Superintendent of Police Ankit Soni deployed a rift team on Sunday night, showing Kushwaha rally supporters in Guna.

“This is a will for zero tolerance to those who reduce justice,” Sony said, by linking the arrest with widespread efforts, posted the Supreme Court’s fold investigation.

Gold of cases is associated with the death of cluster-devas, unresolved murder of Atamaram, and the disappearance of eight years of Gita’s disappearance (a potential witness in related matters)-a disturbing pattern.

Workers point to the vulnerability of the Pardhi community, often targeted under the anti -Draconian Nomad laws, custodial deaths in Madhya Pradesh increased to 15 percent in 2024 as per NCRB data in 2024.

As the mother of Dev, who has led a tireless campaign from her minor Bilkhedi house, waiting on 8 October, hearing, a sliver of Asha punches grief.
