Mission Youth Transforming Lives in Jammu and Kashmir: Chief Secretary

Srinagar, June 26, KDC: Chief Secretary, Atul Dulu, today said that Mission Youth is a transformational movement that aims to change the mindset and to strengthen the youth in Jammu and Kashmir.

He made this comment while presiding over a day session organized for members of the Small Business Development Unit (SBDU) and Business Help Desk (BHD) under Mission Yuva in Srinagar.

Addressing the gathering, the Chief Secretary emphasized that Mission Youth tried to move the mentality of the youth by looking at government jobs as the only career route. “This is an attempt to bring about psychological and mental changes among our youth. Once this happens, institutional support will enable them to feel their dreams and aspirations,” he said.

Atul Dullu underlined the attention of the program on continuous economic opportunities, entrepreneurship and self-employment, emphasizing that there is a huge employment capacity in the MSME region in industries, agriculture, affiliated activities and Jammu and Kashmir. He called for the creation of a strong economic ecosystem to facilitate business development and community uplift. He said, “This is not just a policy initiative; it is a movement of people towards empowerment, social uplift and economic self -reliance.”

Highlighting the need for comprehensive outreach, the Chief Secretary directed the officials to launch a door-to-door awareness campaign on employment opportunities under Mission Uva, in addition to proper handholding of aspirational entrepreneurs.

He urged all stakeholders including government agencies, private institutions and banks to work closely to make J&K a model of successful young entrepreneurship.

The Chief Secretary also directed banks to ensure hassle -free loan disbursement. He said, “Consider every debt seeker as a professional opportunity. Support them until their units are successful. Let J&K become a model for an youth-laid enterprise,” he said.

Atul Dullu spoke on various self -employment schemes and cited the success of NRLM, where about two million “Lakhpati Didis” have become a symbol of economic empowerment in the region.

Speaking on the occasion, Amitawawa Chatterjee, MD and CEO of Jammu and Kashmir Bank, said that Mission Youth has presented an important trading opportunity to expand his debt departments, contributing to the socio-economic development of Jammu and Kashmir for banks. He highlighted the bank’s active role in shaping the detailed project report (DPR) and reiterated his commitment to empower the youth and promote entrepreneurship in the region.

Earlier, Administrative Secretary, Department of Labor and Employment, KR. Rajiv Ranjan presented an observation of progress under the Mission Youth, focusing on awareness, documentation and timely disbursement.

The event was attended by Shahzad Alam, Director Employment/Mission Director, Mission Yuva; Aushtosh, General Manager Corporate Banking (Agriculture and MSME); Rakesh Magotra, Deputy General Manager, Jammu -Kashmir Bank besides NABARD, JKD, SIDBI and SBDU members. (KD) C
