According to the 2018 official proposal, which was later amended in 2023, advisors were to be appointed on the basis of departmental requirements, projects and programs.

He said that to address it, the IT department has decided to create a dedicated centralized portal for all consultation services.

“All departments will now need to present full details of the advisors engaged, including individual profiles working in their offices. Based on this system, a new GR will be issued. If a consultant fails to distribute or if a department stops information, stops strict measures. To stop the misuse of public funds,” said the minister Shelar said.

Talking about the Golden Data Maha-Samanway project, Minister Sheller said, “We have collected about 15 million data records, out of which about 5-6 crores have been verified. The work on 144 features has been completed. I have issued instructions to complete some steps before achieving the system live or my UID certification of the system.”

He directed that once the Maht Citizen produces data, a civil awareness system should be developed through the Maha-Samanway portal to inform citizens as required. To prevent risks from invalid or other changes on the portal, a strong firewall/security wall must be built in the golden data project.

The system will have to undergo advanced load tests to handle heavy civil traffic, as well as to prevent delays or disruption.

He further asked the department that the portal should be integrated with the DG trip for proper configuration, connectivity and linkage.

An AI-manufactured search engine should be made in the Maha-Samanway portal to enable data analysis by departmental officers for advanced analysis and achieve actionable insights.

Talking about WhatsApp Citizen Service Initiative, Minister Sheller said that serving is the greatest duty of citizens, saying that, according to the instructions of the Chief Minister, civil services have been provided as a right, now it will also be accessible through WhatsApp under the agreement with Meta.

“The first 100 services are being provided through the vendor appointed. However, it should be assured whether the seller’s system can handle over 1,000 sessions or hits per second. According to CM’s instructions, targets have to provide 1,000 services through WhatsApp. After the initial 100, they should work through a new vendor. He said with minimal delays.
