Manchester United and Chelsea are also keen on Semenho, although the Club World Cup winners have decided against making preliminary inquiries for the 25-year-old.
Semenho hopes to decide on his next club by January 1, with his release clause expected to expire on January 10.
If City sign Semenho, the Premier League’s third top scorer this season, Guardiola’s spending will reach £400 million in less than a year, compared with £180 million spent in January last year, with further purchases in the summer.
Guardiola is currently without two wingers, with Jeremy Docu injured and Omar Mamoushie out for the Africa Cup of Nations, and while Claudio Echeverry returns from an unsuccessful loan spell at Bayer Leverkusen, the Argentine will be loaned out again.

However, they may face competition from Liverpool, whose sporting director Richard Hughes has signed Semenho for Bournemouth from Bristol City for £10m in 2023.
Liverpool spent £450m in the summer but face a decision on whether to buy again. They are left with uncertainty over the future of Mohamed Salah, who was dropped from the squad by head coach Arne Slott and claimed in an explosive interview that he had been “thrown under the bus” despite coming on as a substitute against Brighton ahead of the Africa Cup of Nations.
Semenho has now scored nine goals in the Premier League without Semenho after Ghana failed to advance.
