In a diplomatic victory for India, UNSC 1267 Monitoring Team (MT) report [ISIS (Da’esh) and Al-Qaida] The Ban Committee has mentioned its report in The Resistance Front (TRF), which carried out the Pahalgam terror attack.
The report clearly recorded TRF participation, which was a proxy outfit of Lashkar-e-Tayyaba in the Pahgam Terror attack on 22 April 2025, where 26 civilians were killed.
This is also the first time that the late/Pakistan-based terror group has been mentioned in the report since 2019.

The report stated that the relationship between Late and TRF could not be dismissed, and there was a danger of exploitation by terrorists in the region.
The United Nations report said, “Regional relations are fragile. There is a risk that terrorist groups can take advantage of these regional tension. A member state said that the attack could not happen without Lashkar-e-Tayyaba (Late, QDE.118), and that there was a connection between Late and TRF,” The United Nations report said.
“Another member state stated that the attack was carried out by TRF, which was synonymous with late. A member state dismissed these views and stated that Late was defective,” the UNSC monitoring team reports.
This development is particularly notable because all decisions of the 1267 Ban Committee, including the monitoring team report, are adopted by the consensus by the members of the Security Council.
Pakistan Foreign Minister Ishaq Dar had earlier forced the TRF to remove the reference in a UNSC press statement condemning the Pahalgam attack in the Pakistan National Assembly.
