The “Declaration of Shillong Conclave” is one of the strongest unified statements ever from the Kuki-Zo community amid the long-standing ethnic conflict between the Meitei and Kuki-Zo groups in Manipur. The Assembly called for a broad-based, participatory political dialogue with the Center to ensure peace and justice for people displaced by violence from May 2023.
The conclave stressed that “an immediate political solution to the Manipur impasse is the only way forward” and urged the central government to recognize the “deep-rooted marginalization and oppression” faced by the Kuki-Zo people.
The delegates reiterated that any agreement must protect their culture, lands and traditional practices while guaranteeing constitutional security and self-governance within the federal structure of India.
“The creation of a Union Territory with a Legislative Assembly is not a demand for secession, but for security, equality and respect within the Constitution of India,” the declaration said.
Responding to the narrative labeling Kuki-Zo as “illegal immigrants” or “narco-terrorists”, the declaration affirmed “their deep roots within India” and demanded equal recognition as legitimate Indian citizens.
The statement urged an end to “racial stereotyping and other discrimination”, instead calling for mutual respect among all communities, including the Meitei.
Participants also pledged to prioritize infrastructure and welfare improvements – such as roads, education and healthcare – through transitional arrangements until a final solution is reached.
The conclave announced plans for future consultations to accelerate discussions with the Center on Kuki-Zo political and regional demands and to ensure impartiality of security forces in restoring peace.
