Jammu and Kashmir Pradesh Congress Committee (JKPCC) chief Tariq Hameed Karr has rapidly criticized the prevailing governance structure in Jammu and Kashmir, blaming the “double control system” responsible for the delay in development in J&K.
Karr insisted that the dual regime model – “where elected representatives work under the overlapping authority of the Lt Governor’s office – it is unstable.”
“People are asking if they have voted for solving their problems or to face new people. Their faith in the democratic process hangs with a thread,” he said.
He warned that the growing public condemnation may deepen political and administrative instability in the union region. “This system not only lacks effectiveness, but is a very essence of democracy. The situation will deteriorate until the state is restored and the full authority is handed back to the elected representatives.”
In a special conversation with KNS Senior Correspondent, Karr said that people from Jammu and Kashmir are rapidly disillusioned with the current administrative setup.
He said, “Government offices have come for a virtual stagnation. There is a serious financial crunch at the ground level. Although the budget has been passed, no fund has been recited – even the constituency development fund for the elected MLAs is not there,” he said.
Recently, referring to a tragic event and its adverse effects on the tourism sector, Karr called upon the administration to introduce immediate confidence-making measures to restore public morale and economic activity.
He also targeted the Center’s foreign policy, stating that despite the comprehensive diplomatic outreach, no country stood in a moment of its need by India-what he called the failure of “image-making diplomacy”. (KNS)
