Hyderabad, 7 October (IANS) Police has registered a case against Congress leader Naveen Yadav, who is being considered as a strong contestant of the party ticket for the by -election of Jubilee Hills Assembly constituency, has been registered by the police for distributing EPIC cards among them to influence voters.
Election Registration Officer G. A case has been registered at Madhura Nagar Police Station on the complaint of Rajinikanth Reddy.
The case has been registered under sections 170, 171 and 174 of the Indian Justice Code (BNS) related to corrupt conduct and sections 123 (1) and 123 (2) of the Representation of the Public Representation Act, 1951.
Naveen Yadav is one of the three candidates shortlisted by the Telangana Congress and is likely to be declared a candidate by the party’s central leadership.
The Election Commission of India announced on Monday that the by -election will be held on 11 November.
Meanwhile, the Election Commission said that Yadav allegedly bought/printed and distributed EPICs to local citizens during a public program called ‘Voter Card Distribution Program’ held at the Congress office, Yusufguda Check-Post.
Local investigation indicates that the program took place before the Dussehra festival (ie, before 2 October 2025), not just before the complaint was filed.
The event was allegedly held in the presence of political leaders, displaying party banners, showing that the activity was aimed at affecting voters, which was a bribery or unfair effects under election laws.
The report of this incident was first printed in a Telugu newspaper. Subsequently, a written complaint was presented by Raghunandan Rao, MP from Medak constituency Raghunandan Rao.
Acting on the complaint, the Electoral Registration Officer (ERO) submitted a written report on 6 October at 19:10.
On the basis of this report, an FIR was registered in the police station Madhuranagar, making Naveen Yadav accused.
According to preliminary findings, it is believed that the accused received E-EPIC copies from EPIC holders and print and laminated them for distribution. The distributed EPIC seems to have a lack of official hologram, as appears in photographs and videos in relation to the event.
The by -election has become necessary due to the demise of Magti Gopinath, the current MLA of Bharat Rashtra Samithi (BRS) in June.
