“India is no longer a consumer of technology, but a leader in technology-driven transformation.” PM Modi Said while addressing the Emerging Science, Technology and Innovation Conclave (ESTIC) 2025.
“During COVID-19, we developed an indigenous vaccine in record time. We launched the world’s largest vaccination programme. This was possible because today we have the world’s first and most successful digital public infrastructure,” he said.
He talked about India’s rapid emergence as an innovation superpower.
“The impact of the policies and decisions taken over the last few years to transform India into an innovation hub is now clearly visible. Our R&D expenditure has doubled in the last decade. The number of patents registered in India has increased 17 times. India is now the third largest start-up ecosystem in the world. Today, over 6,000 of our deeptech start-ups are working in areas such as clean energy and advanced materials. India’s Semiconductor The sector has also moved forward,” he said.

PM Modi It also said that international cooperation is important in the rapidly developing scientific scenario of the 21st century.
Welcoming the global participants and Nobel laureates attending ESTIC 2025, he said, “In the 21st century, there is a great need for experts from across the world to come together to brainstorm on emerging science, technology and innovation. This need gave birth to an idea and this idea formed the vision of this conference.”
He said the current era is a ‘time of profound change’, where India is leading the way in emerging technologies through initiatives such as the Research National Research Foundation (ANRF) to support university-based research.
“You all are familiar with the vision of ‘Jai Jawan, Jai Kisan’ for a long time. Focusing on research, we have added ‘Jai Vigyan’ and ‘Jai Anusandhan’ to it,” the Prime Minister revealed.
PM Modi praised Indian scientists for the successful launch of GSAT-7R (CMS-03), India’s heaviest communication satellite, weighing approximately 4,400 kg, indigenously developed for the Indian Navy.
He said, “I heartily congratulate all the scientists involved in this mission including ISRO.”
A major highlight of PM Modi’s speech was the new research, development and innovation (RDI) scheme, has been recently approved by the Union Cabinet with a financial outlay of ₹1 lakh crore. The scheme is designed to bridge the funding gap in private sector R&D, especially in strategic and ‘sunrise’ domains such as artificial intelligence, quantum computing, biotechnology, space technology and clean energy.
Earlier, Union Minister Ashwini Vaishnav had said Plan Will provide long-term, low or zero-interest loans to promote innovation and technological advancement. The research will function through a two-tier structure under the National Research Foundation (ANRF), which will oversee fund disbursement and performance.
