According to the report, more than half of the flagged URLs – a total of 566 – were linked to the crime of “disturbing public order”. Subsequently, 124 URLs were accused of targeting public and political figures.
Data shows that 58 takedown notices were issued to X in 2024 alone. Of these, 24 were cited for violation of public peace and promotion of enmity.
Three other notices issued in 2024 flagged content considered a threat to national integrity and sovereignty. The report said that these figures are based on a compilation of notices presented before the Delhi High Court between March 20, 2024 and November 7, 2025.
What the data reveals next
Of the 91 takedown notices issued over 20 months for alleged criminal activity, 15 were related to issues such as promoting betting applications, impersonating official handles likely to commit financial fraud and dissemination of child sexual abuse material.
A single notice issued on May 13, 2024, flagged 115 URLs for allegedly doctored videos, which it said were spreading misinformation with the intention of influencing the ongoing electoral processes.
During the Lok Sabha elections between April and May 2024, a total of 761 URLs were marked in the takedown notices sent to X. Of these, nine notices covering 198 URLs cited violations of provisions under the Representation of the People Act.
