The agenda seeks to accelerate cooperation across five key pillars – prosperity and stability; Technology and Innovation; Security and Defense; Connectivity and global challenges; and enabling skills, mobility, business and people-to-people connections.
Emphasis on trade, investment and supply chains
Both sides are committed to full implementation of the proposed India-EU Free Trade Agreement (FTA). He also tasked the negotiators to conclude negotiations as soon as possible on an investment protection agreement and an agreement on geographical indications.
India and the EU agreed to enhance bilateral investment, explore “Blue Valleys” to promote private sector participation in key value chains and expand joint investment in third countries, including through trilateral cooperation under the EU Global Gateway Strategy.
Technology, Innovation and Digital Collaboration
Both sides ratified the India-EU Trade and Technology Council (TTC) as the cornerstone of their technology partnership. Collaboration will span semiconductors, artificial intelligence, quantum computing, digital public infrastructure and 6G as well as clean technologies and cyber-secure digital ecosystems.
The leaders agreed to deepen discussions on economic security, supply-chain resilience and research security while protecting sensitive technologies. The next TTC ministerial meeting will take place in Brussels in 2026.
They also announced plans to create an EU-India Innovation Hub, launch an EU-India Startup Partnership, and welcomed the renewal of the India-EU Scientific and Technological Cooperation Agreement until 2030. Exploratory dialogue will also be initiated on India’s cooperation with Horizon Europe.
Climate action and clean energy
On climate change, both sides reaffirmed their commitment to the Paris Agreement and agreed to intensify cooperation to limit global temperature rise. They underlined the principles of equality and common but differentiated responsibilities and appreciated initiatives such as the International Solar Alliance.
The leaders committed to accelerated cooperation under the EU-India Clean Energy and Climate Partnership, welcomed the formation of the India-EU Green Hydrogen Task Force and announced an India-EU Wind Business Summit in 2026. He also highlighted close coordination on disaster risk management and resilience.
Security, Defense and Connectivity
India and the EU agreed to strengthen cooperation in maritime security, counter-terrorism, hybrid threats, space security and transnational crime by enhancing defence-industry cooperation.
On connectivity, both sides underlined the progress made under the India-EU Connectivity Partnership, including joint projects supported by the Global Gateway and India’s Oceans Initiative. They welcomed progress in the India-Middle East-Europe Economic Corridor (IMEC) and agreed to deepen cooperation in aviation and maritime transport.
People-to-people relations, education and mobility
Education and mobility were highlighted as key enablers of the partnership. The Leaders welcomed the India-EU Comprehensive Framework of Cooperation on Mobility and the launch of the first European Legal Gateway Office to support workforce movement starting from the ICT sector.
They confirmed cooperation on safe and orderly migration, including circular migration routes for skilled workers, students and researchers, while addressing irregular migration. An education and skills dialogue will be launched in 2026 to promote skill development and recognition of qualifications.
