Sir Step 2: What to know?
More than a week before the crucial assembly elections in Bihar, Chief Election Commissioner Gyanesh Kumar said a total of 51 crore voters will be included in the second phase of SIR across 12 states/UTs. They are Andaman and Nicobar Islands, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.
The SIR schedule will begin from October 28 with the printing and training phase. It will run till November 3. After this, there will be a door-to-door counting phase between November 4 and December 4. The publication of the draft voter list will take place on December 9, while the claims and objection window will be open between December 9 and January 8, 2026.
The final voter list will be published on 7 February 2026.
Sir Step 2: Opposition’s response
Congress leader Pawan Kheda said the Election Commission has not yet answered the questions that the grand old party had raised during the SIR in Bihar. He said the Supreme Court had intervened in the matter “several times” because “the intentions of the Election Commission and the BJP were not right.”
“In Bihar, names of 65 lakh voters were removed and not even one was added. Now when the opposition parties and voters are dissatisfied, it is not right to conduct SIR in 12 states.” PTI quoted Khera as saying,
Former Chief Minister of Chhattisgarh Bhupesh Baghel expressed doubt and asked How many “Bangladeshis have been identified in Bihar…how many have been excluded?”
He said, “Union Home Ministry has not yet been able to tell how many people who came from Pakistan are living in Chhattisgarh.”
Jan Suraj Founder Prashant Kishor claimed When SIR was conducted in Bihar, some people faced difficulties. He said, “BJP can try whatever they want, they might want to remove someone’s name, scare someone and harass someone. But if people turn against you, file an SIR or an FIR, then there will be no one to save you.”
Jammu and Kashmir Chief Minister Omar Abdullah has advised the Election Commission not to rush the elections and wait for the Bihar Assembly elections to be over.
“There are already apprehensions about SIR in Bihar. It is not yet clear whether the exercise will have any benefits for those undertaking it,” Abdullah told media persons outside his assembly office chamber.
TMC spokesperson Kunal Ghosh said The ruling party in West Bengal has “no problem” with voter list revision. But he highlighted that they would “democratically protest” if any attempt was made to remove the names of eligible voters.
Samajwadi Party MP Dimple Yadav said That the latest decision of the Election Commission “hurts the democratic nature of the country.”
NDA defends Election Commission’s decision
Union Minister Kiran Rijiju “Cleansing the electoral rolls, removing names of dead, displaced voters and foreign infiltrators” was a “commendable process”.
He suggested that opposition parties should understand that the Election Commission “is doing good work and should be appreciated and not challenged.”
Deputy Chief Minister of Uttar Pradesh KP Maurya also welcomed the decision and called it “democracy’s purification ritual”.

Voting is to be held in two phases in Bihar on November 6 and November 11, while the results will come on November 14.
