A report revealed in TeenagerWho later stabbed three people in his school, was considered to stop Adolf Hitler to stop him due to his interest.

A multi-agency report was commissioned by the Carmarthire County Council and the Mid and West Wales Safaguarding Board.

The report investigated two years before the incident and found that although a lot of information about the girl was known – which was referred to as children A – it was not shared among various agencies.

The author of the report, Gladis Rhodes White said: “Child A is seen as ‘bizarre’ and ‘not quite fitting’, war memorable, unusual interests in Hitler, an attraction with weapons and an attraction for German and Russian speaking.

“Her father loved fantasies, love to read, research and love to do a fertile imagination.

“The first knife was discussed after the incident of possession whether a referral should be made to stop, due to concerns that the child may have the ability to be radical.

“There is no evidence to suggest a referral.

“While the criteria may not have been met to stop the child, it triggled an action for an initial assistance evaluation, offered to understand the needs of the child.

“This referral was created, and the team contacted the father, who rejected the evaluation.

“It was evaluated, it can be a path through which agencies can consider alternative assistance, or to provide monitoring and support.”

The girl took a ball bearing gun in her bag to the previous school.

After going to YSGOL Dyffryn Aman, he threatened to use a knife on another pupil and his father agreed to check the daily bag.

Later, he was suspended for several days after he was found with a knife in his school bag.

Teachers of YSGOL Dyffryn Aman said that they did not know much about the girl and her history and who they knew that she belonged to her “emotional and practical needs”.

The report said that the days of the attacks, the students knew that he had a knife, but he did not inform any teacher.

The girl’s father told the review author that he felt that “services” had allowed her and the family to go down.

The report said, “She described opportunities when she tried to seek help for Child A in dealing with her emotional and behavioral issues and realized that any services do not understand the child A and her needs,” the report states.

“He feels that it is only since his belief that he has started getting help.”

“Child A’s father felt that he had maintained a relative stability in taking the bag check as part of the Agreed Plan after the temporary exclusion of Child A, but regretted that he could not examine his bag on the day of the incident, as he had left home early in the morning.

“They felt that the agencies did not listen to me or my child, when we needed help.”

The girl, who cannot be identified for legal reasons and is now 15 years old, refused to participate in the review.

In her findings, Ms. Rhodes White said: “Each agency had its own pieces of Ara.

“In hitting all the pieces of Ara, there is a very clear picture of the limit of the child’s state of mind and his affiliated behaviors.

“It is important to note that any information organized by agencies did not identify the clear ability to remove shocking and unexpected events in April 2024.”

He said that there is a need for more effective information-sharing between agencies and it is also focused on that children who do not meet the threshold to stop are supported.

He said, “This is especially relevant to children who can infection from one school to another, or when parents do not accept non-constitutional help,” he said.

In a joint statement, Carmarthshire County Council, School, Diaffed-Pose Police and Highvel DDA University Health Board said they would address the recommendations of the report.

“We accept the challenging and difficult situations faced by the entire community of the victims and Yesgol Diaphreen Aman after the incident,” he said.

“We want to pay tribute to the students, teachers, employees and parents of YSGOL DYFFRYN AMAN.

“The school community and the strong sense of sympathy have enabled students to return to their classrooms immediately and safely, with their goodness all the time.”
