Shimla, Nov 1 (IANS) Himachal Pradesh Chief Minister Sukhwinder Sukhu on Saturday said the government will launch a decisive statewide fight against low-grade heroin ‘chitta’ from November 15 to completely eliminate its menace.
A comprehensive and multi-layered campaign will be launched against ‘Chitta’ in the next three months. Traditionally, hemp has been cultivated in the state mainly in the Parvati Valley of Kullu district. The Chief Minister will launch the campaign against drug addiction with an “Anti-Chitta Rally” from Ridge to Chaura Maidan in Shimla on November 15.
MLAs, dignitaries, students and people from all sections of the society will participate in this rally. During the three-month campaign, a comprehensive strategy will be formulated to deal with ‘Chitta’ followed by strict action at the ground level.
An official statement said that the Chief Minister himself will monitor this campaign at the state level. The Chief Minister has directed that to make this campaign successful, all government representatives, police, various departments, volunteers, students and others should work unitedly at various levels.
Special focus will be placed on drug prevention awareness. Anti-Chitta rallies will be organized at district, sub-division and other levels. A special cell will be formed in the police department to eliminate ‘Chitta’.
The Chief Minister said that the police department has identified the panchayats in the state which are most affected by drug addiction and special attention will be given to these panchayats.
Also, anti-chitta volunteers will be trained in colleges. The police department will develop a comprehensive strategy to ensure the success of the campaign.
Anti-addiction committees will be formed at the Panchayat level to prevent illegal trade and use of narcotics and intoxicants in the state. CM Sukhu said that a notification has been issued for this.
The committee will have seven members including the chairman and will hold regular monthly meetings, prepare detailed reports on ‘Chitta’ and related activities in the area and share them with law enforcement agencies.
