Addressing a state-level health dialogue session held in Shimla on Saturday evening, Sukhu said the government will spend Rs 1,300 crore under JICA Phase-II to upgrade the healthcare infrastructure.
“Around ₹3,000 crore will be invested in the next three years to equip health institutions with world-class medical technology,” he said.

Emphasizing that strong health governance is the backbone of quality health care, Sukhu announced decentralization of administrative and financial powers. “Chief Medical Officers (CMOs), Block Medical Officers (BMOs) and Medical Superintendents (MS) will be given enhanced financial powers, while necessary amendments will be made in the financial rules to make the processes simpler, faster and more effective,” he said.
The Chief Minister said that financial and decision making powers related to sanitation system in health institutions will be handed over to the concerned CMO.
“A dedicated fund will also be created for the CMO and MS to meet the immediate and urgent needs of the hospital,” he said.
Sukhu also announced that the state government will consider increasing the salary of trainee doctors, adding that recruitment of 236 doctors is underway and 150 additional posts have already been sanctioned. “To ensure complete transparency, marks obtained in both the written test and interview will be included in the final merit list,” he said.
He said that model health institutions are being developed across the state to further upgrade the health care ecosystem. “These institutions will be equipped with globally benchmarked high-end technology. Medical equipment older than 15 years will be replaced, which will significantly improve patient care and reduce the workload on doctors,” Sukhu said. He said that operation theater facilities would be ensured in every model health institution.
He further announced that security arrangements will be strengthened in all health institutions through the Ex-Servicemen Corporation.
Rationalization of primary health centers and delivery points will be done based on clearly defined parameters to improve efficiency and accessibility, he said.
The Chief Minister directed that the construction work of the health institute buildings, which is currently more than 60% complete, should be completed by March 31, 2026. Highlighting the quality standards, he said that all medical equipment will be procured strictly as per AIIMS specifications.
