Haryana Stubble reports three cases of burning, the government takes difficult measures

Chandigarh, September 29 (IANS) reported three cases of stubble burning with Haryana, the state government has intensified the drive against the paddy stubble ahead of the peak harvest season, Chief Secretary Anurag Rastogi on Monday chaired a review meeting on the implementation of the State Work Plan for Crop Remnation Management (CRM).

The Chief Secretary directed all the departments to ensure 100 percent compliance with the action plan and reiterated the government’s zero-oppression policy towards the farm fire.

He said that protecting air quality is important not only for Haryana, but also for the health of the entire National Capital Region (NCR).

The Department of Welfare of Agriculture and Farmers said that three cases of stubble burning have been reported from Fatebad, Jind and Kurukshetra in this season.

The first information report (FIR) has been registered in all events, and red entries have been marked in the land records of the farmers concerned.

Additionally, environmental compensation fee has been levied.

The department has warned that strict punitive measures will be followed in the event of any future violations.

Rastogi reiterated the state government’s commitment to strict enforcement to effectively stop the fire of the farm.

Pankaj Aggarwal, Principal Secretary, State Agriculture and Welfare of Farmers, said that 5.65 lakh farmers have registered for crop residue management, in which 39.33 lakh acres of paddy area has been covered.

The top five districts of registered acres are Karnal (4.69 lakh acres), Kaithal (4.34 lakh acres), Sirsa (3.70 lakh acres), Fatehabad (3.61 lakh acres), and Jind (3.56 lakh acres).

Chief Secretary Rastogi directed the officials to ensure mapping of each farm in all villages so that the specific methods of stubble management, whether crop diversities, in-situ incorporation, use of east-Seitu as fodder, or supplied to industries, are handed over and implemented properly.

He said that Haryana is not only giving subsidy in the purchase of CRM machines, but is also providing them through the Custom Hiring Center (CHC) for small and marginal farmers.

He stressed that district officials should ensure optimal use of machines, monitor availability in CHC, and expand the maximum support during the period of summit.

This year alone, an incentive of Rs 471.96 crore has been approved, which provides Rs 1,200 per acre to farmers to adopt sustainable residue management practices.

The meeting reviewed the functioning of the portal of the Department of Agriculture and Mary Crop Mera Biora System, which are playing an important role in registration, booking machines, dysbergs of encouragement and real -time data reporting.

To ensure better outreach, the nodal officers have been assigned groups of farmers, each officer responsible for maximum 50 farmers in red and yellow areas and 100 farmers in green zone areas.

This structure allows close monitoring, timely advice and effective handholding.

A dedicated project monitoring unit has also been established to track district-level progress and resolve farmers’ issues on priority.
