Chandigarh, Nov 13 (IANS) The Congress Legislature Party (CLP) led by Haryana opposition leader Bhupinder Hooda met Governor Ashim Kumar Ghosh here on Thursday and submitted a memorandum demanding action on various issues.

The CLP demanded action on losses suffered by farmers due to heavy rains, paddy procurement “scam”, “rising” crime graph in the state besides ration card “scam”.

Hooda, who was the Chief Minister twice, talked to the Governor for about half an hour and gave him detailed information on all the issues.

The memorandum said that the CLP wants to draw the attention of the Governor towards the serious situation in the state.

“The recent heavy rains across the state have caused significant damage to farmers’ crops. Fields of paddy, cotton and other kharif crops have been inundated, causing severe economic hardship to farmers,” the memorandum said.

“Many farmers’ crops have been destroyed, but the government has not yet conducted a proper survey or announced any concrete compensation. Excessive rains have already ruined this year’s crop, and waterlogging is still rampant, making it impossible to sow the next crop. We demand that the government conduct a special survey and compensate farmers at the rate of Rs 50,000 to Rs 60,000 per acre.”

The memorandum further said that the BJP government talked about providing minimum support prices (MSP) for 24 crops, but this is “completely unrealistic on the ground”.

It was told that many crops like paddy, millet, green gram and cotton are not getting MSP at all.

“Farmers in Haryana are being forced to sell their paddy and millet at Rs 500 to 600 per quintal below the MSP. Farmers are being exploited in the name of moisture. There have been complaints of widespread irregularities and scams in government paddy procurement. Farmers have not received fair prices in many markets, while cases of fraudulent purchasing and selling at some places have raised questions about transparency,” the memorandum said.

The Congress delegation, including state party president Rao Narendra, also pointed out the shortage of fertilizer and incidents of black marketing.

The party demanded that this entire matter should be investigated by a sitting judge of the High Court so that the truth can be revealed to the public.

The memorandum also highlighted the fact that crime is continuously increasing in the state.

It said, “Murder, extortion, robbery, rape, theft and drug-related incidents have become common. The common citizen is feeling unsafe. The central government itself says that more than 80 criminal gangs are active in Haryana, committing organized crime.”

Demand for extortion from businessmen and professionals has become common.

“The people of the state have lost faith in law and order. Crime has increased so much that even police officers are committing suicide in the absence of justice,” the memorandum said.

Congress leaders said, “It is the primary duty of the government to ensure that the citizens of the state live in a peaceful environment free from oppression, exploitation or corruption and that their lives and property are protected. However, the government is failing to fulfill its duty.”
