Guwahati, Nov 14 (IANS) The CBI has arrested an absconding accused from Itanagar in a fraud case aimed at illegally availing government loans and subsidies for gardeners. An official gave this information on Friday.
Tonia Langkam was arrested on Thursday in a case relating to fraudulent submission of applications under the ‘Development of Commercial Horticulture through Production and Post-Harvest Management’ scheme of the National Horticulture Board (NHB), Guwahati.
He was later produced before a special CBI court in Guwahati, which remanded him to judicial custody, the officer said in a statement.
CBI said that the accused was absconding since the day the charge sheet was filed in the fraud case in 2009.
The federal probe agency said fake proposals were filed in the names of purported applicants belonging to Lohit, Lower Dibang Valley and East Siang districts of Arunachal Pradesh, leading to approval of 173 applications.
The statement said that based on source information, the CBI had registered an instant case on the above charges on April 30, 2007.
Investigation revealed that the applications and supporting documents were prepared at the residence of accused Tariq Tolam in Guwahati with the assistance of local youth and under the supervision of accused Tonia Langkam and her associates with the aim of availing government subsidies fraudulently.
A charge sheet was filed on 21 December 2009 under relevant provisions of law against Tonia Langkam and others in the case.
The scheme under which the alleged fraud was committed supports horticulture by providing loans and subsidies.
The “Development of Commercial Horticulture through Production and Post-harvest Management” scheme of the National Horticulture Board (NHB) supports integrated horticulture development by providing credit-linked, back-ended subsidies for both production and post-harvest management.
The scheme covers open field and protected cultivation projects, including planting material, irrigation, mechanization and protected cultivation activities like greenhouses and shade nets.
It also supports post-harvest components such as pack houses, ripening rooms and cold storage, and is available to various eligible entities such as individuals, farmer-producer organizations and cooperatives.
