New Delhi, October 6 (IANS) Election Commission (ECI) has taken several initiatives to streamlinse the voting process and increase the convenience of voters. These initiatives will be rolled out in Bihar assembly elections and will also be followed as other elections, Pan-India.
The most notable initiatives included delivery of voter ID card in 15 days, which limits the number of voters at 1200 at any polling booth and also launched the ECINET app for one-stop solution.
Below has been taken by the polling body to be implemented in Bihar Polls and then PAN-India:
1) Booth-tier agent (Blas)
The booth-level agents (BLAS) appointed by various political parties were trained to support the process of preparing electoral rolls, including the use of the appeal provision under the RP Act 1950.
2) Booth level officer (BLOS)
The polling body trained over 7,000 Blos and their observers across the country in the capital in the capital, sensitive to electoral drives such as special intensive modification (SIR).
3) Police Officer Training
Special sessions were organized for Bihar Police to strengthen law and order preparations during the assembly elections.
4) Sir Drive in Bihar
As part of Sir Drive, Bihar was ‘cleaned and purified’ to ensure that the disqualified voters were excluded from the list of voters, ensuring a clean and immaculate electoral roll
5) Increase in remuneration of polling officers
During the Sir Drive, the remuneration of Bloos was doubled, which was a long time overdose, while the first time honorarium was introduced for Eros and Eros.
6) Epication distribution in 15 days
According to the new SOP, the Election Photo Identity Card (EPIC) card will be distributed within 15 days of filing, and voters will be informed with SMS notification at every stage of delivery.
7) Photo ID Card for Bloss
Standard identity cards will also be issued to BLOS to increase transparency and public trust
8) Mobile deposit facility at polling booths
Along with Bihar, separate counters will be made in future elections, where people can submit their mobile phones and take them after their voting.
9) Clear voter information slips
Moving beyond Bihar elections, the serial numbers on voter information slip will be displayed prominently for easy verification
10) One-stop digital solution
To provide voters with real-time updates, a modified one-stop digital solution has been launched. The ECINET APP will provide a real -time update on polling day as the presiding officers will upload voter polling data every two hours. This will give a proper update on the voting trend.
11) 1200 voter polling station limits
In the dialect of the polling stations, the EC has limited the maximum number of voters up to 1200 at any booth to 1200 at any booth. This will reduce the crowd.
In addition, provisions have been made to introduce additional polling booths in high-growth and residential complexes.
12) Booth of candidates within 100 meters
Unlike before, booths fighting candidates can now be placed beyond the 100 meters of any polling station. These booths also provide informal identity slip to voters on the day of polling.
13) Webcasting facility increased up to 100 pcs
The EC has decided to expand the webcasting facility to all polling booths. This has been done to ensure that important activities occur smoothly without any violations of the pole process
14) Amendment of EVM ballot paper guidelines
The guidelines have been revised to make EVM ballot papers more readable. EVMs will now have colorful photographs of candidates for the first time.
15) VVPAT count for mismatch
In any case of a mismatch between Form 17C and EVM data, the VVPAT slip can be counted according to the new rules.
16) To streamline the counting of postal ballots
Prior to the final two rounds of EVM/VVPATS count, it has been made mandatory to count all postal ballots.
17) Digital Index Card
Earlier, it took months to release the Digital Index card, but with the advent of technology, this process has been made simple and sharp.
The technology-operated system will promote the access of election-related data at the constituency level for all stakeholders within election days.
