According to the Year-end Review 2025 released by the Ministry of Petroleum and Natural Gas, India’s transportation fuel and mobility landscape sees continued expansion through 2025, with increased deployment of electric vehicle charging infrastructure, widespread adoption of biofuels and progress on the Sustainable Aviation Fuel (SAF) initiative.

The Review noted that electric mobility infrastructure grew steadily during the year. 8,932 EV charging stations were installed at retail outlets under the FAME-II scheme. Additionally, oil marketing companies (OMCs) commissioned more than 18,500 charging stations using their resources.

As part of a long-term plan, public sector OMCs are developing 4,000 energy stations on major highways, corridors and other viable locations during the period 2024-25 to 2028-29. These stations are envisioned as integrated mobility hubs, providing petrol and diesel as well as alternative fuels such as biofuels, CNG, LNG and, where possible, electric vehicle charging facilities. As of November 1, 1,064 energy stations had been established across the country.

According to the review, progress was also recorded under the SATAT initiative, with more than 130 compressed bio gas (CBG) plants operational as of November 1, while many more plants are under construction. This year also saw the introduction of mandatory blending obligations for CBG in the CNG and PNG segments from FY 2025-26, supported by financial assistance for pipeline connectivity and biomass aggregation.

In the biofuels sector, ethanol blending in petrol reached an average of 19.24% in ESY 2024-25, resulting in reduction in carbon emissions as well as cumulative foreign exchange savings of over ₹1.55 lakh crore. The review highlighted the progress under the Pradhan Mantri G-WAN scheme, including the operationalization of second generation ethanol plants at Panipat and Numaligarh.

The aviation sector also saw a movement towards cleaner fuels. The government has set indicative sustainable aviation fuel (SAF) blending targets of 1%, 2% and 5% in aviation turbine fuel (ATF) for international flights from 2027, 2028 and 2030 respectively. During the year, Indian Oil Corporation Limited became the first Indian company to achieve ISCC CORSIA certification for SAF production at its Panipat Refinery, following which an MoU was signed with Air India for SAF supply.

According to the review, biodiesel blending also increased during the year, supported by higher procurement volumes and a wider range of feedstock, contributing to the gradual transition towards cleaner transportation fuels.
