Election Commission releases draft voter list of Assam after special revision, 10.56 lakh names removed

Names of 10.56 lakh voters have been removed after special revision of electoral rolls in Assam, where assembly elections will be held in less than six months.

According to the integrated draft roll released by the Election Commission on Saturday (9 December 27), there are a total of 2,51,09,754 voters in the state, excluding 93,021 D-voters or doubtful voters. Additionally, names of 10,56,291 voters have been deleted due to death, transfer or multiple entries.

D-Voters are a category of voters in Assam who have been disenfranchised by the government due to alleged lack of proper citizenship certificates. D-Voter is determined by special tribunals under the Foreigners Act, 1946 and a person declared a D-Voter is not given a voter card.

All relevant details of D-voters, such as name, age and photograph, have been carried forward to the draft voter list without any changes.

After door-to-door verification of special revision from 22 November to 20 December, draft rolls were published.

Now voters will be able to file claims and objections till January 22 and the final voter list will be published on February 10, a statement said.

It said that out of 10.56 lakh, 4,78,992 names were deleted due to death, 5,23,680 voters moved from their registered addresses and 53,619 demographically similar entries were identified for correction.

It said the verification was done in 61,03,103 houses across the state.

The exercise included 35 District Electoral Officers (DEOs), 126 Electoral Registration Officers (EROs), 1,260 AEROs, 29,656 Booth Level Officers (BLOs) and 2,578 BLO observers, the statement said.

It said political parties have deployed 61,533 booth level agents (BLAs) to assist and monitor the process.

While special intensive revision (SIR) of electoral rolls is underway in 12 states and union territories, including Kerala, Tamil Nadu and West Bengal, where elections are to be held along with Assam, a special revision was ordered by the Election Commission in the northeastern state.

Chief Election Commissioner Gyanesh Kumar had said, “There are different provisions for citizenship in Assam under the Citizenship Act. The exercise of checking citizenship is about to be completed under the supervision of the Supreme Court.” According to officials, the Special Revision stands somewhere between the Annual Special Summary Revision and SIR.

The statement said the special amendment aims to produce error-free electoral rolls by facilitating enrollment of eligible unenrolled voters, rectifying clerical errors in name, age and address, deleting names of dead persons, transferring voters and identifying and deleting multiple entries, etc.

It said that after rationalization there are a total of 31,486 polling stations in the state.
