In an advisory, the traffic police urged commuters to plan their journey in advance and allow extra time, especially as it rained in many parts of Delhi during the day, slowing down vehicular movement and increasing congestion on major roads.
According to the advisory, special traffic arrangements will remain in force till late evening. No vehicles will be allowed to stop or park till 5 pm on several key stretches including Janpath Road, Windsor Place, W-Point, Mathura Road, Bhairon Marg and C-Hexagon near India Gate.
Police said vehicles parked on these roads will be towed and the owners will be prosecuted. The towed vehicles will be kept in front of the traffic pit on Kali Bari Mandir Marg and Bhairon Mandir traffic pit.
The second phase of traffic restrictions will be imposed from 5:30 pm to 8:30 pm to facilitate the movement of dignitaries attending the dinner at Rashtrapati Bhavan. Parking and halting will not be allowed on Mother Teresa Crescent, Teen Murti Marg, Akbar Road, MLN Path, Janpath Road and Baba Kharak Singh Marg during this period.
Several diversion points have been installed at major intersections, including Janpath-Tolstoy Marg, Tolstoy Marg-KG Marg, Ranjit Singh Flyover towards Barakhamba Road, Sunehri Masjid Road, Claridges Hotel Junction, Akbar Road, Man Singh Road and Bhagwan Das Road-Tilak Marg.
Commuters have been advised to avoid Janpath Road, Tolstoy Marg, Mathura Road, Bhairon Road, Teen Murti Marg, Rafi Marg and Raisina Road. Suggested alternative routes include Prithviraj Road, DDU Marg, Maulana Azad Road, Subramaniam Bharati Marg, Vande Mataram Marg and K Kamaraj Marg.
People traveling to ISBTs, railway stations and airports have been advised to keep adequate buffer time. The traffic police also urged commuters to use public transport where possible and follow instructions issued by the personnel on duty, especially in view of the wet road conditions.
