Delhi blasts: LG Saxena demands monitoring of ammonium nitrate, four accused in 10-day NIA custody

Delhi Lieutenant Governor VK Saxena has directed Delhi Police and the city administration to take strict surveillance and preventive measures, including maintaining a database of entities buying or selling ammonium nitrate.

In separate letters issued to the police commissioner and chief secretary on November 19, Saxena asked officials to maintain a digital database of all entities buying or selling ammonium nitrate above a specified limit, news agency PTI reported.

The proposed records include photographs of both the buyer and the seller along with other relevant information. The directive has been issued in the wake of the blast near the Red Fort on November 10, in which 15 people were killed and several others were injured.

Orders were also given to keep an eye on radical material

The Lieutenant Governor also directed the police to intensify intelligence gathering and community outreach in areas considered vulnerable to radicalization for more effective preventive policing. According to PTI, he ordered a comprehensive security audit of crowded markets and inter-state bus terminals (ISBTs), focusing on CCTV camera coverage and deployment of personnel.

Another key directive calls for creating a central data repository of doctors and paramedical staff, especially those working in private hospitals. According to PTI, a Raj Niwas official said that in cases where medical professionals have obtained degrees from foreign institutions, their details are to be shared with the police for secondary verification.

Saxena also asked for consultation with social media platforms like Meta and X for “scientific tracking of radical content that brainwashes citizens”. Similar consultation has been ordered with digital platforms and financial institutions involved in the sale and purchase of vehicles, especially second-hand vehicles.

“Clear instructions should be given that under no circumstances will vehicles be allowed to be driven where the actual owner is different from the registered owner. This problem is reportedly most serious in cases of autorickshaws, where the permit holder is different from the actual owner,” PTI quoted the official as saying.

All four accused were sent to 10 days NIA custody

Delhi’s Patiala court on November 20 sent preacher Maulvi Irfan Ahmed Wage along with three doctors – Muzammil Ghani, Adeel Rather and Shahina Saeed – to 10-day NIA custody in connection with the Red Fort car blast.

He was arrested by the Jammu and Kashmir Police and later taken into custody by the National Investigation Agency in Srinagar before being produced in the court. According to PTI, with these arrests, the total number of accused in the alleged ‘white-collar’ terror conspiracy has reached six.

Pakistan based handler under investigation

Meanwhile, investigators are also focusing on a Pakistan-based Jaish-e-Mohammed handler who is believed to have supported the accused through encrypted channels.

According to an NDTV report, the handler, known by the alias “Hanzulla”, had allegedly sent video tutorials of bomb making to one of the prime suspects.

Amid claims of posters with the name “Commander Hanzullah Bhai” seen in Kashmir, investigators are trying to trace his digital footprint. The investigation into foreign handlers, funding links and encrypted communication networks is ongoing.
