CS, Secretary Mota reviewed the measures for tribal development in Jammu and Kashmir

Srinagar, July 15: Chief Secretary Atal Dulloo Togeether with Secretary, Union Ministry for Tribal Affairs (Mota), Vibhu Nayar Today Helday Held Detailed Deliberations Over IPLEREMENTION OVER IPEREMENTIONS OVA Janjatiya gram utkarsh abhiyan (da-jgua) and aadi karmayogi abhiyan aimed at tribal welfare and development in j&K.

Apart from the Department of Secretary, Tribal Affairs, the meeting was attended by Additional Chief Secretary (ACS), Planning and Tourism Departments; Principal Secretary of Power Development, Public Affairs and Finance Departments; Commissioner Secretary, Food, Civil Supplies and Consumer Affairs; Secretary, School Education Department; Director General, other senior officials of the budget and UT administration.

Deputy Commissioner joined the session through video conferencing.

During the meeting, the Chief Secretary emphasized the need for construction capacity among local authorities and community resource individuals, which ensure participation regime in tribal areas, to strengthen the last-mile distribution of services. He asked the authorities to remain grounded and connect closely with communities, resolving local issues through a coordinated approach with the concerned departments.

Exposing the importance of strong human resources, Dullo directed the ACS plan to identify competent resource individuals in departments who can be trained as master trainers. He said that these trainers said, “Further, we will build capacity at district and block levels, which will institutionalize an effective implementation system in UT.”

The Union Secretary in his comment, reiterated the strong support of the Ministry to the UT administration in obtaining saturation of welfare services in tribal areas. He informed the participants that a cumulative outlay of Rs 2.5 crore has been kept at the national level under various schemes for the upliftment of tribal communities. He said that the efficient use of these funds can significantly change the socio-economic landscape of tribal areas.

Nair further advocated in the inter-departmental cooperation for a focused, village-focused strategy. He recommended setting up of single-window centers in tribal villages, so as to work as grievances redressal points, provide information about the plan and act as touch points for direct community engagement. Emphasizing ownership, accountability and fast-track service distribution, he emphasized the importance of preparing a cadre of strong trainers at each level of administration.

Secretary, Tribal Affairs Department, Prasanna Ramaswamy ji, informed the progress held in Jammu and Kashmir under Da-Jugu. He informed that a comprehensive difference analysis has been completed for all selected tribal villages and later confirmed by the Gram Sabha concerned through Deputy Commissioners.

He said that proposals to address these intervals are being prepared in convergence mode, which have provisions under the support of line departments and funding provisions under DA-Jua.

He said that the UT administration is now deployed to submit a detailed proposal for each tribal village, which ensures targeted intervention based on ground realities. These will be integrated into departmental schemes for uninterrupted execution and development in tribal areas.
