Srinagar, June 11, KDC: Chief Secretary, Atal Dulu, today reviewed the functioning of Jammu and Kashmir Real Estate Regulatory Authority (JKRARA) during a detailed presentation by his president Satish Chandra.

The meeting focused on regulatory achievements, enforcement operations, public grievances and existing challenges, which is facing streamlining real estate sector in the center area.

The Chief Secretary emphasized the important role of Jkrera in promoting transparency, accountability and consumer protection in the real estate sector. He increased inter-departmental coordination and time intervention to ensure complete compliance of the Real Estate (Regulation and Development) Act.

Dulloo directed the Housing and Urban Development Department (H&D) and the concerned departments to support JKRERA in fulfilling their mandate. He emphasized to resolve coordination issues, speed up the setup of infrastructure and ensure that no real estate project operates outside the regulator ambitious.

It was informed by the chairman, RERA, that the Real Estate (Regulation and Development) Act, 2016 was reported to Jammu and Kashmir on 30 October 2019.

JK RERA practices complete jurisdiction on all commercial and residential real estate projects within Jammu and Kashmir, except 500 square meters of projects, projects with less than 8 apartments, the introduction of the Act and fulfilling before the renewal projects, new sales or marketing are not included.

Regarding registration and compliance, it was discovered that Jkrera has made both project and agent registration mandatory in both online and offline. In addition, registration fees are being charged from promoters and real estate agents, which ensure proper hard work through document verification and status tracking. The authority has already registered several projects and agents, causing consumer trust and market regulation.

Regarding the grievance redressal mechanism for consumers, promoters and agents, it was informed that they could file a complaint through a defined digital process after depositing a fee of the rupee. 1,000. In addition, Jakerera has taken strict enforcement action to ensure compliance, while violator has been punished in districts. In particular, a promoter was fined ₹ 10 lakh for non-regulation of property as per law.

The meeting also discussed several institutional and operational obstacles, including the lack of infrastructure, layout approval in rural areas, withdrawal of hurdles from various departments and the need for a strong verification mechanism with JKRERA, allowed to bypass some unfamiliar projects. It was also deliberately done that a close coordination between municipal committees, development officials and revenue departments needs to increase support enforcement, especially to identify and prevent unauthorized colonies.
