Srinagar, August 9: Chief Secretary, Atal Dullu, reviewed the implementation of e-office 2.0 at Tehsil level today, aimed at establishing a spontaneous and paperless rule model in all basic administrative units of Jammu and Kashmir.
The initiative tries to extend digital rule in UT to 207 tehsils.
The secretary present in the meeting was IT; CEO, Jackga; SIO, NIC and other concerned officers while deputy commissioners almost participated.
During the meeting, the Chief Secretary outlined the importance of heritage data in these offices. He said that this data stored in paper files is of paramount importance, so these government offices should be preserved for posting for smooth functioning.
He directed the deputy commissioners to make a plan for bound scanning of all files relevant to public affairs so that there would be no incompatibility during future completion of official functioning after switching to the future e-office.
He also impressed to roll out without more delays to complete the onboarding of the remaining users at the e-office in the IT department. He emphasized the capacity building and training of such users for effective and efficient distribution in offices directly involved with important public affairs.
Secretary, IT, Dr. Piyus Singla, while speaking at the meeting, highlighted many benefits being offered by this system. He said that this would ensure rapid distribution of services and quick decision making, which would increase accountability and transparency in the system.
Regarding the rollout process, the Secretary informed that the meeting was being held in four stages. It began with a collection of Employees Master Data (EMD) to enable email and VPN features, a task that has already been completed. Subsequently after the construction of official email ID and users’ mapping in the system with the installation of Nicnetvpn access to ensure remote connectivity.
During the review, it was also discovered that the initiative has achieved remarkable progress as 20,517 users have been onboard, 95.28% of the target and 3,804 offices have been brought on boards to achieve the target of 95.94%. A total of 20,580 government email IDs have been created and 11,375 VPN connections have been established.
In addition, it was divided that the help desk is now functional in the Civil Secretariat along with all 20 districts and more than 220 training sessions have been organized for the heads of departments, deputy commissioners and departmental employees to increase their capacity and its smooth rollout in these ground level administrative offices.
It was reported that a multi-level implementation team has been established at UT, Divisional and District Levels to oversee the roll out. These teams have defined the responsibilities for coordination, technical assistance and administrative inspection provided by the Secretary at the UT level to the UT level and by the District Commissioners to ensure the meeting, the meeting was conveyed.
The way further discussions have been focused on obtaining 100% coverage through quick user mapping, extending VPN features in offices without nicknanet access and establishes district-specific escapelines protocols for uninterrupted e-office work across Jammu and Kashmir.
