He was fined under section 33 of IPC Environment Conservation Act 1990, which says it is illegal to store or dispose of waste in a way that pollutes land or water, including pouring liquids into street drains.

On Wednesday, Richmond Council said Ms Yesilurt could appeal the fine, but “on this occasion, the Council has decided to cancel the FPN.” [fixed penalty notice],

Speaking before the decision to lift the fine, Ms Yesilurt, who lives in kewtold BBC: “It seems quite unfair. I think the fine is excessive. It’s not proportionate.”

Ms Yesilurt claimed she felt she was acting responsibly by avoiding spilling liquid on the bus she was boarding.

She said: “I saw that my bus was coming, so I put the remaining piece. It wasn’t much, just a little bit. As soon as I turned, I saw three people, enforcement officers, following me, and they stopped me immediately.”

A Richmond Council spokesperson said the authority had reviewed the officer’s body cam footage. “Enforcement officers acted appropriately and compassionately,” he said.

Ms Yesilurt is now demanding the law, which she was unaware of, be made more obvious to the public with signs near bins and bus stops.

A Richmond Council spokesperson said: “Fixed penalty notices clearly outline that an appeal process is available to anyone who wishes to challenge them. It is likely that, had this case proceeded that route, the notices would have been quashed.

“On this occasion, the council has decided to cancel the scheduled penalty notice.

“We are committed to protecting Richmond’s waterways and keeping our borough’s streets clean and safe. We are also reviewing our advice on disposal of liquids in public and will update this information on our website.”
