Srinagar, May 19: Chief Minister Omar Abdullah presided over a meeting to review the proposals for restructuring of departments and agencies under the Housing and Urban Development Department (HUDD) today, stressing the need to strengthen the need to strengthen institutional capacity to ensure effective implementation and long -term stability.
The meeting was attended by Advisor to Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dullu, Chief Minister Dheeraj Gupta Additional Chief Secretary, Commissioner Secretary H&U Mandeep Kaur, Commissioner of Srinagar and Advisor of Vice -Chairman of Vice Presidents and Vice Presidents of Jammu Municipal Corporations, Director General (Codes), Sarinagar Development Authority and Vice Presidents of Officers.
Initially, Commissioner Secretary H&UDD presented a comprehensive observation of the proposed departmental reorganization, which aims to reorganize various component bodies of the department to increase operational efficiency, clarify roles and responsibilities and improve service distribution in Jammu and Kashmir.
He informed the meeting that the proposal, which have received financial consent, seek to optimize human resources, increase efficiency and strengthen the urban governance system in Jammu and Kashmir.
In major proposals, restructuring of J&K Housing Board attempts to address the imbalance of the current employees – where more than 50% of employees are class IV – rational and post to improve technical capacity and overall functionality.
The reorganization of Lake Conservation and Management Authority (LCMA) includes rationalization of administrative roles as well as re-nursing scientific and technical positions to align with the standards of the Pollution Control Committee. This is expected to increase scientific abilities and eliminate excesses.
For the Town Planning Organization (TPO), the focus has been on strengthening the town planning operations to meet the increasing demands of modern urban development. Reorganization includes the construction of special units, installation of policy cells, and re -evaluation of field offices for better coordination and project execution, the meeting was reported.
The architects established in 1971 will also undergo structural changes to revive their functioning and to align with the current infrastructure needs, responsible for high-value infrastructure projects in the organization and J&K.
Srinagar Municipal Corporation (SMC), who has seen a significant expansion in works after the 74th constitutional amendment, currently faces manpower and budgetary obstacles. The proposed reorganization aims to redefine your administrative setup for better efficiency and service distribution.
In the Directorate of Urban Local Bodies (ULBS) for Jammu and Kashmir, the proposed restructuring reorganized the address of staffing interval, administrative overlaps and urban hygiene issues. The proposals laid special emphasis on the construction of posts related to environmental protection and enforcement and rationalization of revenue employees.
The Jammu Development Authority (JDA) has already received approval from its board for its restructuring proposal, which has been sent to the administrative department for further consideration.
The Srinagar Development Authority (SDA) will see a detailed comparative reorganization of both gazetted and non-gajat posts to increase the project execution capabilities and improve policy implementation in the expansion of urban areas.
The meeting was also explained about the reorganization of the Urban Environment Engineering Department (UEED) which is focused on strengthening technical manpower and introducing reforms for scientific waste management, drainage and improvement in hygiene systems.
The meeting also reviewed the new frame recruitment rules of Jammu Municipal Corporation prepared in light of reorganization.
Speaking on the occasion, the Chief Minister said that the implementation of these proposals will greatly increase the operational capabilities of the housing and urban development departments, generate adequate financial savings, and the urban rule in Jammu and Kashmir will be strengthened.
He confirmed that reforms have been aligned with permanent urban development, transparency and extensive vision of administrative efficiency.
