Chief Minister Omar Abdullah launched JK Pension Facility Portal for retired employees, pensioners

Srinagar, May 6: Chief Minister Omar Abdullah launched a pension facility portal at the Civil Secretariat here today. Developed by the Finance Department, Jammu and Kashmir, portal, is an important step towards making the pension approval process digital for Jammu and Kashmir, Portal government employees in collaboration with the National Information Center (NIC) and Principal Accountant General (A&E), J&K.

The event was attended by Chief Minister Nasir Aslam Wani, Additional Chief Secretary Shiksha Shuntmanu, CM Dhirj Gupta, Agriculture Production Department, Finance, Information Technology Administrative Secretary, Social Welfare, Forest, Forest, Civil Supplies and Consumer Affairs, Department of Civil Supplies and Consumer Affairs, Public Works Department, Rural Development Department, Cooperative Societies, Advisor to the Advisor of Law Department.

The Chief Minister formally inaugurated the portal and congratulated the Finance Department, AG office, Jammu and Kashmir Bank and all the stakeholders involved in the initiative.

The Chief Minister said, “Whatever we can do after the retirement process and retirement of our employees, I think it is a responsibility that is on our shoulders. Employees who have served for a long time to Jammu and Kashmir and its people, are worth a simplified process. And as much as we do for our employees, I think we need to appreciate it.”

The officials, while giving their congratulations to the officials and their best wishes to all pensioners, who will benefit from the initiative, said that the verification of pensioners also needs to be adapted to the pensioner because every year pensioners have to prove that they are still alive and will have to present various documents and visit the offices in the person. “So this initiative, I think, something that all employees will appreciate,” he said.

Highlighting the inclusive nature of the portal, he said that it also involves former people who are pensioners. “So my suggestion would be that in association with the Assembly Secretariat, some types of briefing materials can be sent to all former people, so that they know about this change and how better to use it,” he said. Accepting the challenges faced by the employees near retirement, he said that the last few months are often served by paperwork. He emphasized that not more often, efforts are made to post such employees close to Srinagar or Jammu so that their infection can be reduced. “With this initiative, I believe this process will be simplified. Now, moving forward, we should always try and make sure that the employees get their dues on time,” he said.

The Chief Minister also informed that there is a recurring concern among the employees – such as GP Fund – Employees. “So for this, in the Finance Department, we are working together to ensure that such issues are resolved. But generally, clearly, the initiative taken today, I think, is a welcome,” he commented.

Earlier, Director General accounts and Treasury Fayz Ahmed Loan presented the Pension Facilitation Portal. The portal supports digitization of pension records for 2,40,000 pensioners under the Old Pension Scheme (OPS). He said that data collection was executed through several mode: Treasury Visit for 2,31,127 pensioners, home tour for 7,002, video calls for 1,819 pensioners living abroad, and postal notice to 9,513 persons. The portal captures comprehensive data including name, date of birth, service details and photographs of pensioners.

In particular, he said, the initiative has helped identify and improve several discrepancies, including pension reciting after death, in some cases, duplicate allowance allowance allowance, and ending premature time of recovery.

He reported that the objectives of the portal include streamlining and digitizing pension processing, increasing efficiency and transparency, reducing paperwork, covering pension dispensing with banks and enabling real -time tracking of pension application status.

The major features of the portal include initial SMS and email alert issued eight months before the retirement of an employee, online application submission with required documents, and integration with Jkhrms and JkpaySys for service and salary details. It is also associated with accountant General and J&K Bank offices for the seamless electronic data exchange.

The portal provides the facility to release PPOS, provides post-retirement services tracking, and supports the use of Jeevan Prahan to submit KYC updates and life certificates.

The streamlined workflow consists of eight stages: registration, submission of applications by the employee, DDO review and approval, approval by pension authority, submission to AG office, issuing authority and PPO numbers, payment processing by Treasury, and final perfection.

The portal attachs a wide range of stakeholders. Retired employees can introduce and monitor their pension matters, while DDOS and Pension Officers are responsible for verification and processing. Accountant General’s office authorizes PPOS, Treasury Payment Handle, and Pensioners can see disbursement details, request for amendment, and apply for transfer of online pension accounts.

On the occasion, the Chief Minister also assigned a case of pension to a retired employee Mr. Ragubhir, who had supernated on 30 April this year.
