Bengaluru, September 27 (IANS) Former National General Secretary of BJP and current member of Karnataka Legislative Council, CT Ravi has questioned whether Chief Minister Siddaramaiah has actually understood the issues faced by enumerator teachers, allegedly after threatening them.
Speaking to the media on Saturday, he said: “The Chief Minister has threatened to take action if the socio-economic and academic survey, known as a caste census, is not operated. But what steps have CM Siddaramaiah take to address the difficulties faced by the enumerators?”
He said: “The app provided is problematic and the data cannot be uploaded properly. There are issues with OTP (once password). Serial numbers for homes are not given properly-one house is listed at one place, while the next is elsewhere. The next is assigned to the teachers of a school, which leads to further complications.
“If you talk with teachers, you will understand the real problems,” he said that he has written a letter to the Chief Minister about this.
“To conduct such a large survey, preparation steps are required. Proper training must have been given. A pilot survey must have been done in some areas to identify and solve potential problems,” CT Ravi said.
He said: “After the pilot program, the survey model should have been finalized and then scale. However, no pilot program was done, and not adequate training was provided. Instead of addressing these deficiencies, the government is resorting to dangers. Even Uhad (Unique Domestic ID) system is a challenge to detect a house.”
“In areas such as hill stations and forest areas, network issues are serious. Enumerators are expected to collect answers to 60 questions per house, but many families lack patience to answer all of them, causing more difficulties.”
He said, “System often shows ‘application uploaded’. In some places, female teachers going alone in homes are creating security and social challenges,” she said.
He said, “This is taking 1.5 to 2 hours per application, causing mental stress and eye stress. There are also complaints of health issues among the surveyors,” he said.
“Not everyone is technically skilled. There are places where there is a lack of technical knowledge of mobile use,” he said.
He said, “If there are 4-5 people in a house, it takes up to 2 to 2.5 hours. In fact, only 6 to 8 families can be covered in a day. The assignments of additional houses should be reviewed,” he said.
He said, “There are issues of not receiving OTP. All these problems need to be solved,” he urged.
