I think you cannot just prepare for everything, as it has just come to know that there were emergency plans in the camp and state regulators signed plans that had come to the camp two days before the tragic flood.

According to the records received by ABC News, Texas Department of State Health Services of State Health Services, Texas claimed two days before taking the lives of at least 27 people at the Camp Mistic.
An inspection report on July 2 suggests that the state inspectors noted that the camp had “emergency plans” in terms of disaster and informed employees and volunteers on plans during training sessions and volunteer briefing.
Lara Anton, a DSHS spokesman, told ABC News in a statement that the camps need to develop their emergency plans, which is then evaluated by the state to follow the Texas Administrative Code.
“The camps are responsible for developing their emergency plans,” Anton said. “The schemes should include disaster, serious accidents, epidemic, or deadly. Disaster would include floods, tornadoes, etc.. Inspector investigated that they had plans posted for those elements in every building and what they had to do to trained employees and volunteers.”
The details of the emergency plans of the camp myistic were not included in the records released by the state. DSHS released the inspection report of July 2 with a five -year report of the Youth Camp.
Perhaps the big question is why you will set up a summer camp for children in such a large flood area?
