Bihar Elections 2025: What comparison does NDA’s ‘Sankalp Patra’ have with the Grand Alliance’s ‘Tejasvi Pran’?

As Bihar Assembly elections 2025 approach, both the ruling National Democratic Alliance (NDA) and the opposition-led Grand Alliance have released their respective manifestos, each promising transformational changes for the state.

While NDA’s ‘Sankalp Patra’ focuses on infrastructure development and backward classes, India Bloc’s ‘Bihar ka Tejasvi Pran’ focuses on education, pension and keeping the Waqf Act on hold.

However, women-centric schemes, employment generation and farmer welfare are common promises from both the parties.

Let’s make a comparison between the manifestos of NDA and India Bloc here:

Jobs and employment generation

The National Democratic Alliance (NDA) has promised to create one crore government jobs if voted to power again. It has also promised to convert the existing ‘Mega Skill Centres’ in each district into ‘Global Skilling Centres’.

On the other hand, during the launch of the manifesto, Grand Alliance’s chief ministerial candidate Rashtriya Janata Dal leader Tejashwi Yadav vowed to provide a government job to at least one member of every family in Bihar.

He said that the employment guarantee scheme will be made within 20 days of the formation of the government and will be implemented in the entire state within 20 months. The manifesto also promises to regularize contract employees and outsourced employees.

infrastructure development

The NDA’s infrastructure roadmap includes international airports in Patna, Darbhanga, Purnia and Bhagalpur, metro projects in four new cities and seven expressways.

It also plans to modernize 3,600 km of railway lines and expand the services of Amrit Bharat Express and Namo Rapid Rail.

The grand alliance has promised a special economic zone (SEZ), five new expressways and development of logistics, small and medium enterprises and industrial clusters.

Women and Social Welfare

Women empowerment figures prominently in both the manifestos. NDA aims to create and provide one crore lakhpati didis ₹2 lakh under the Mukhya Mantri Mahila Rojgaar Yojana, alongside its Mission Crorepati initiative to encourage women entrepreneurs.

INDI alliance promises ₹2,500 more per month to women from December 1 ₹30,000 annually for the next five years under the Mai-Bahin Maan scheme. The opposition also promised to regularize community workers ‘Jeevika Didis’ as state government employees with salaries. ₹30,000 per month.

In this, along with providing interest free loan facility to such employees, it has also been promised to waive the interest on the loan taken by them.

Education and Youth Initiatives

The manifesto of the BJP-JD(U) led alliance includes free education from “KG to PG” for students from economically weaker backgrounds, residential schools for Scheduled Caste students and Financial assistance of ₹2,000 for higher education.

The grand alliance plans to set up a 2,000-acre “academic city” and introduce a zero fee policy for competitive exams along with free travel facilities for candidates. It also promises to establish degree colleges in 136 blocks as well as women’s colleges in every sub-division.

Farmers and welfare schemes

Mentioned in the NDA manifesto Investment of ₹1 lakh crore in agri-infrastructure, assistance for fishermen doubled ₹9,000 and by increasing PM Kisan Samman Nidhi ₹9,000.

India Block promised revival of the mandi and market committee system along with reopening of mandis at divisional, sub-division and block levels. It also aims to reinstate the APMC Act.

However, both the parties promise to give minimum support price (MSP) to the farmers.
