Kolkata, Nov 10 (IANS) Six days after the start of the first phase of the three-phase Special Intensive Revision (SIR) by the Election Commission of India (ECI) in West Bengal, the distribution of counting forms for less than three cores is yet to be completed.
According to data from the office of the Chief Electoral Officer (CEO) of West Bengal, counting forms have been distributed to about 4.90 crore voters till 4 pm on Sunday.
According to the voter list as of October 27, 2025, the total number of voters in West Bengal is 7,66,37,529. Insiders in the CEO’s office are confident of completing the entire process of calculation form distribution within the next three to four days.
An insider in the CEO office said the distribution of enumeration forms in West Bengal is much faster than in 11 other states and union territories, where the same process started on November 4.
However, he said, the fast pace of enumeration form distribution in the state has also raised doubts over what percentage of forms were actually distributed at voters’ doorsteps and how many forms were distributed by BLOs belonging to a particular location.
Already, the ECI has initiated action on the BLOs and issued show cause notices to eight BLOs who have allegedly adopted the shortcut process of distributing the enumeration forms from a particular location, in violation of the norms set by the ECI of going door-to-door for distribution of forms.
ECI sources said these eight BLOs are from Cooch Behar, North 24 Parganas and South 24 Parganas districts.
Sources said the ECI has once again directed the Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) to keep a close watch on the activities of the BLOs during the vetting process, so that the BLOs can perform their duties as per the prescribed guidelines.
The ECI has cautioned BLOs against handing over the responsibility of recount forms to any third party, be it a relative or a friend, or an acquaintance, and warned that such actions would be considered a serious breach of conduct.
The ECI had also filed an FIR against eight booth-level agents of a particular political party for interfering in the enumeration form distribution process and even taking possession of the forms from BLOs and distributing them themselves.
